Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with AAI Corporation, Bloomfield, CT, for the design, development, production, and support of an Organizational Electronics Warfare Test Program Set (OEWPTS) for use with the AN/USM-670 JOINT SERVICE ELEVTRONIC COMBAT SYSTEM TESTER 9JSECSTS0. This OEWTPS will provide the Unites States Airforce (USAF) and Organizational Level (O-level) Line Maintenance capability to test the AN/ALQ-211 Suite of Integrated Radio Frequency (RF) Countermeasures (SIRFC) system installed in the CV-22 aircraft. The contracting effort shall be executed in a three-phased approach. Phase One (Design) shall provide for initial design of the OEWTPS to include requirements development, design and fabrication of a prototype Aircraft Coupling Interface Group (ACIG), and Test Program Test Design Flowchart. Phase Two (Development) shall provide software build and acceptance testing. Phase Three (Production and Logistics) shall provide production articles and logistics products. The immediate contracting effort is only for Phase One. Contracting of Phase Two and Three may occur at a later time. The required procurement is in support of the V22 Program. The Government does not hold any proprietary rights to any drawings or data. The Government believes that only one reliable source can provide the services that will satisfy the Government requirements. This synopsis constitutes the total solicitation.
