Description
The Smithsonian Institution is seeking a qualified firm/team to provide architect/engineer services on an open term contract basis for the orderly and comprehensive long-range development of the National Zoological Park, located in Rock Creek Park, Washington, DC and in Front Royal, VA. The National Zoo is host to over 2.5 million visitors each year from all over the United States and many foreign countries. The Nation's only Federal zoo, it was founded in 1889 by an act of Congress to provide a reserve to study animals and allow for the education and recreation of the public. The National Zoo has changed over the years as construction and renovation projects have addressed contemporary issues in animal exhibition. The selected firm/team will need to provide master plan support in accordance with current standards and guidelines for animal care while maintaining the Zoo's historic character. Required services include, but are not limited to: 1) site investigation and analysis, 2) visitor services, circulation, and transportation analysis, 3) trends analysis, particularly with regard to potential audience identification 4) program analysis, 5) land use and environmental analysis, 6) analysis of architectural, structural, mechanical, electrical, life safety, and security systems, 7) parking and transportation analysis, 8) zoo animal exhibit planning, 9) site and facilities master planning, 10) cost estimation and implementation strategies, 11) preparation and presentation for reviewing agencies such as the National Capital Planning Commission, the Commission of Fine Arts, the District of Columbia State Historic Preservation Office, and Advisory Council for Historic Preservation, 12) design and construction services, 13) water quality systems specific for captive large marine mammals, 14) utilities analysis and planning; and 15) other, related services. Firms/teams without zoo experience need not apply. Planning and design of this project will utilize Le Systeme International d'Unites metric system of measurement. Questions to address in the application process: 1) What are the 3 or 4 most significant trends (in zoo design, audience demographics, transportation, tourism, economic, etc.) that the Master Plan should address? 2) What are the opportunities to distinguish the National Zoo (including its 3,200 acre facility in Front Royal, VA) from all other zoos? 3) To what extent should non-traditional elements be included in the master plan (e.g., rides, playgrounds, after hour events, off-peak season activities, etc.)? 4) How should a master plan carry out the goals of the National Zoo?s recently completed Strategic Plan? 5) What are the key elements not listed here that should be in a master plan? 6) What kind of a model needs to be set up to test long-range projections for expenses? Pre-submission meeting: There will be meeting to review requirements and tour the facilities to be held on the second Tuesday after the publication of this notice at 10:00 AM (Eastern Daylight Savings Time) at the National Zoological Park. Location shall be provided to interested firms who submit a letter of intent to attend. The letter of intent should be submitted to the Smithsonian?s Office of Facilities, Engineering and Operations at the address listed below. The letter of intent should identify the number of participants anticipated to attend on the firm?s behalf. Firm/team evaluation and selection will be based on the following criteria (The first four criteria are approximately equal in value and are worth more than the last two criteria): 1. Proposed project team members' professional qualifications: demonstration of originality, creativity, and responsiveness in working with a highly involved client team; evidence that the specific members of the proposed team can work together and are able to provide high quality services within specific time constraints; philosophy and practicality of designs, 2. Master planning experience with zoo, museum, science center design: knowledge of best practices in zoo operations and animal exhibits; understanding of the needs in managing live animal collections; experience with historic landscapes; experience with parks or facilities accommodating large numbers of visitors; experience with renovation of facilities while maintaining operations, 3. Team approach and ability to understand the master planning needs of the National Zoo: understanding of science focus in exhibit development and of the distinguishing characteristics and opportunities of the National Zoo as a part of the Smithsonian, 4. Experience with planning for sustainable design: specialized experience and technical competence of team with environmentally sensitive design, exhibiting creative thinking and analysis of alternative environmental sustainable designs in such areas as energy efficiency and ecologically sensitive landscapes, 5. Master planning experience with facilities similar to the National Zoo?s 3,200 acre facility in Front Royal, VA, such as agricultural research stations: understanding of the challenges and opportunities in managing such a site, whether open to the public or not, 6. Past implementation success: past performance on contracts in terms of cost control, quality of work, and compliance with performance schedules; project organization and management methods proposed to control project execution. Type of contract: open term Architect-Engineer (A/E) Contract. After award of the open term contract, A/E services will be provided on a fixed price work order contract basis. It is anticipated that the contract will be for a period of one (1) year with nine (9) one year options, and that the contract may provide a maximum design effort of $2 million per year, with individual work orders not to exceed $1.5 million in total for Title I and/or non-Title I services. The successful firm will be expected to sign a standard, unmodified, Federal A/E contract. Interested, qualified firms/teams are invited to submit completed Standard Form 330 and other appropriate data to the Office of Facilities, Engineering, and Operations, General Service Building, National Zoological Park, 3001 Connecticut Avenue NW, Washington, DC 20008, Attention: Richard H. Hider, Design Manager, no later than 3:00 PM on the thirtieth calendar day after the publication of this notice, or on the next business day if the thirtieth calendar day falls on a Saturday, Sunday, or Federal Holiday. Failure to submit a completed Standard Form 330 will render the submission unacceptable. Preface submission with an attached original and a loose copy of a brief cover letter on company letterhead. The Smithsonian will dispose of submitted material sixty (60) days after award of the contract unless a specific request is made for its return.
