Information Technology Services Contracting Office Address Other Defense Agencies, Department of Defense Education Activity, DoDEA European Procurement Office (DEPO), CMR 444 Box 6000, APO AE 09096 Description: The Department of Defense Dependent Schools Europe (DoDDS-E) Information Technology Division has a need for Information Technology Services covering Customer Support Help Desk; On-Site Desktop support; System Administrator Support; Network Administrator Support; Database Administrator Support; Software Systems Development Support; Project Management Support; and Application Program Analyst Support. DoDDS-E operates 110 elementary and secondary schools for children of U.S. military members and Government civilian employees stationed in Bahrain, Belgium, England, Germany, Iceland, Italy, Netherlands, Portugal, Spain and Turkey. DoDDS-E has installed a modern technical infrastructure that connects all classrooms and administrative offices to the DoDDS-E private network. The private network supports HTML filters, SPAM filters, cache engines, intrusion detection, access control, and firewall protection to the Internet. Internet service is commercially provided through privately leased communication lines. DoDDS-E leases over 18,000 workstations distributed throughout its schools?all covered under extended warranty. The workstations are leased with the Microsoft Windows 2000 Professional operating system and the Microsoft Office Professional suite. All schools and offices have campus area networks (CAN) interconnected with fiber optic cable, both single and multimode. Each CAN supports network speeds of 100 mbps (FDDI) or 1000 mbps (Gigabit) and uses Category 5 cabling to support workstation access. In some community locations, where several schools and administrative offices are located in close proximity, fiber optic cable has been installed to connect those sites. Schools use a variety of instructional methods and rely on several computers in each classroom. Each school consists of at least one fully equipped lab of computers (25-30 ea) as well as computers in commonly used Information Centers. Some of the larger schools may have several computer labs to support various instructional programs. All schools have access to a global electronic mail system, Microsoft Exchange. The Email system consists of approximately 20,000 entries in the global directory. There are approximately 6000 mailbox entries for DoDDS-E and is consistent with assigned staff. Students are not permitted to use the corporate email system and are supported separately. DoDDS-E will begin supporting student email accounts on the commercial GAGGLE.NET system platform in September 2004. All schools use locally available file and print servers that are configured with the Novell Netware Operating System, Version 6. DoDDS-E is planning a migration from Novell Netware to Microsoft Server 2003. The migration is scheduled to begin in June 2004 and be fully completed by January 2005. This migration will provide the DoDEA organization with a global Active Directory infrastructure. The implementation will provide new server hardware and a standard configuration to all schools. The primary network management functions are located at Headquarters DoDDS-E in Wiesbaden, Germany. Some network administrative staff are located at other locations throughout DoDDS-E. Field level staffs identify and coordinate change management support requirements for the network infrastructure. The planned contract type is firm fixed price, indefinite quantity type with a base year and four (4) option years. Contract start is projected on 1 Nov 04. The procurement will be conducted under full and open, unrestricted competition basis. Award will be made using FAR Part 15.101-2 ?Lowest price technically acceptable source selection process.?
