Description
This synopsis, and applicable amendments, is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Hard copies will not be provided. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit and procure the following brand-name items or products and services equal to the brand-name items. This requirement is set-aside for small, US-owned and -operated, sma ll businesses. The brand-name items are: (1) Quantity 10 software licenses of SoftWright LLC make, model TAP4.5 System, comprised of Basic Mapping Module, RF Facilities, Shadow Map, Bullington, Okumura, Longley-Rice, Broadcast, Aggregate Coverage, Topo Utilities, and 3D Display. (2) One year of Software Maintenance Subscription for the 10 licenses. (3) Hands-on, end-user training for 8 persons on SoftWright software. (4) Data, on USB Hard Drive, comprised of (a) Terrain Data:1-second NED of newest terrain data for the 50 United States of America and Puerto Rico; (b) SRTM data set: 13,439 square degrees of 3-second resolution terrain data for much of the world, excluding Australia and part of New Zealand; and (c) Terrain data: digital elevation models (DEMs), from a 30-second resolution database (about a 900-meter grid) as shown at http://www.softwright.com/maps/worldtopo. html. An equal offer will be comprised of the software, terrain data packages, software maintenance services, and end user training defined as follows. The required 10 licenses for topological software and terrain data will be installed on an MS Windows 2000 network system and have the salient characteristics, features, and functional benefits enumerated below. The software shall: (1) predict signal propagation based on the following propagation modules: Bullington (BU), Longley-Rice (LR) and Okumura (OK). Software shall consider standard parameters to include transmitter location, terrain, emitted transmitter power, and antenna height in the propagation studies. (2) merge the individual propagation studies to form an aggregate study which identifies a predicted field strength in a cellular system. (3) accept known field strength readings and, u sing those readings, calibrate the model (4) import/export ARCVIEW and ArcGIS file formats. (5) perform propagation modeling of common standards (GSM, CDMA, and TDMA) as well as various systems (cellular, TV/radio broadcast, cordless phones, and mobile radio). (6) accommodate and be accompanied by terrain data packages for propagation predictions. Minimum requirements of the data packages are: a. 1-second National Elevation Dataset (NED) files from the USGS for the continental United States, Alaska, Hawaii, and Puerto Rico b. 3-second resolution SRTM terrain data for the areas at the following web link: http://www.softwright.com/maps/topoavailability.html. c. 30-second resolution database (about a 900-meter grid). The 30-second data for all the areas identified at the following web link: http://www.softwright.com/maps/worldtopo.html. (7) display an extens ive help menu to reduce user dependency on software support services. (8) be user-installable without on-site assistance of the manufacturer or manufacturer representatives. The required software support/maintenance services shall include unlimited and responsive email and telephonic support to users between 8AM and 5PM EST. Training for eight end users shall ensure users are able to manipulate the software to perform as required. Delivery of brand-name or equal software and terrain data packages, is required NLT 7 working days after date of award. An offeror of an equal product/service package shall (1) provide references to evidence satisfactory past performance of the software and the maintenance and training provider; references shall include reputable cellular companies currently using the offered software and services, (2) identify in detail what kinds of repo rts/products can be generated by the software and what formats these reports/products can be exported in, and (3) describe the functional features and benefits of the software and terrain data packages offered and provide documented test results to support claims. The Government will consider offers, from all responsible, small US business sources, which evidence ability to provide software, data, software training, and software maintenance with the same or equal features, benefits, quality, and reliability of the proprietary commercial off-the-shelf products and commercial services identified above. Offers which do not provide such evidence, will not be considered. Offers must be submitted via email to XDS13@nswc.navy.mil within 7 days of synopsis publication. Award will be subject to Simplified Acquisition Procedures, in accordance with FAR 13, and procedures for acquisition of commercial items, in accordance with FAR Part 12. This requirement is set-aside for small US (owned and operated) businesses. Successful offeror will be required to complete and submit ?Representations and Certifications ? Commercial Items? at FAR 52.213-3 and DFAR 252.212-7000 and shall be registered in the Central Contractor Registration database. Estimated award date is 15 July 2004.
