- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMK0E040071, is issued as a Request for Quotes (RFQ) under test procedures of FAR 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 51421 and the business size maximum is $18 Million. This requirement is set aside for small businesses. This office is requesting quotes on the following items: 0001 Provide all required and necessary software and data management services to complete assessment requirement for the Reading First Program in accordance with the following Scope of Work: BACKGROUND: The Bureau of Indian Affairs (BIA), Office of Indian Education Programs (OIEP) serves as a state education agency (SEA) for 184 elementary and secondary schools and dormitories serving approximately 50,000 students located in 23 states on 63 American Indian reservations. The BIA was awarded a Reading First grant from the United States Department of Education in September of 2003. The purpose of the Reading First program is to ?establish reading programs for students in kindergarten through grade 3 that are based on scientifically based reading research, to ensure that every student can read at grade level or above not later than the end of grade 3. Twenty-four sites have been awarded subgrants through a competitive process to implement a K-3 reading program based on the scientifically based research components of reading instruction including the use of scientifically researched based reading assessments. The BIA?s grant identifies the Dynamic Indicators of Basic Early Literacy Skills (DIBELS) as the assessment to be used in all Reading First classrooms. The scope of work calls for the purchase of technology that allows for the traditional paper-based administration of DIBELS to move to a handheld device that can then ?sync? data to the Web. Data must ?sync? to a secure Website, where data analysis and reporting functions can occur. In addition, the scope of work calls for professional development for staff from the 24 Reading First sites and on-site implementation services for initiation of the project. OBJECTIVES: 1. Purchase software that is specifically designed to allow administration of DIBELS to be conducted on hand-held devices. 2. Maintain database of DIBELS data from all 24 Reading First sites and perform data management, reporting, and analysis functions. 3. Develop a system of privacy protection for a database which will include a system of passwords for access by various levels of Reading First program management. 4. Provide professional development in use of hand-held device for administration of DIBELS to staff from the 24 Reading First sites. 5. Provide on-site implementation services. 6. Provide phone consultation to sites after implementation in the event of difficulties. 7. Provide follow-up professional development if needed. QUALIFICATIONS OF EXPERT PROVIDER: Knowledge, skills and abilities required of expert provider: 1. Provider must have intimate knowledge of the Dynamic Indicators of Basic Early Literacy Skills reading assessment. 2. Provider must have experience with development and provision of educational software solutions for instructional and assessment purposes. 3. Proven ability to convert traditional paper-based early reading assessments and transfer the administration to a hand-held device that incorporates the intricacies of the assessment into the software program. RESPONSIBILITIES OF PROVIDER: 1. Provide software for hand held devices that will allow the administration of DIBELS to be done electronically. 2. Install software on individual hand held devices provided by the individual school sites. 3. Provide certified implementation services on-site at the 24 locations to allow for the data to be hot ?synched? to the Web based data system. 4. Provide data management, analysis and reporting functions on all DIBELS data submitted by schools. 5. Provide professional development for staff from the 24 sites. 6. Provide follow-up professional development if needed. 7. Provide phone consultation for troubleshooting as needed. 8. Provide information related to updates and enhancements of the product once initially purchased and installed. TIMELINE: 1. The provider must be able to provide services beginning August 1, 2004. The period of performance shall be from August 1, 2004 through July 31, 2005 with two one-year option periods. Closing Date of Quote is July 6, 2004 10:00am local time.
