- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constit utes the only solicitation; quotations (proposals) are being requested and a written solicitation will not be issued. All portions of the solicitation and attachments and exhibits thereto not contained herein are located on the Space and Missile Defense Co mmand website at www.smdc.army.mil. (Once at the site, click on Business. Click on Solicitations. Click on Request for Proposal (RFP).) The solicitation number is W9113M-04-R-0010. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The applicable standard industrial classification (SIC) code for this requirement is 7622 and small business size standard is $5,000,000. The North American Industry Classification System (NAICS) is 811213 and small business size standard is $6,000,000. The requirement is for operations and maintenance of land mobile radios and associated repeaters and equipment in support of the Combined Joint Task Force Joint Operations Center in Afghanistan. Performance of this requirement is in Afghanistan. No forei gn nationals will be approved to perform any aspect of the resulting contract effort. This requirement consists of contract line item number (CLIN) 0001, for 2,174 Direct Productive Person Hours; CLIN 0002 for contract data deliverables associated with the activity associated with the other CLINs cited here; CLIN 0003 for materials in suppo rt of CLIN 0001 and CLINs 0004 and 0005, if exercised; option CLIN 0004 for 2,173 DPPH, and option CLIN 0005 for 2,173 DPPH. The period of performance is four months for the basic award, beginning in mid-August 2004; with two consecutive options to extend performance for four months each. This is a commercial service acquisition under Federal Acquisition Regulation Subpart 13.5. This requirement meets urgent immediate needs of U.S forces in the field in Afghanistan. Initiation of performance under the resulting contract is required by 15 August 2004, with performance in Afghanistan required to be initiated by 30 August 2004. Given the short term and anticipated dollar amount of this effort, the immediate need to initiate performance, and the complexities of performing in Afghanistan, the Government intends to competitively award this effort to one of the following sources, each of which is known to have performed or to be performing similar communications services in Afghanistan: SAIC, Motorola, Engineering and Professional Services (EPS), UNISYS, and Hyperion, Inc. Interested persons other than those sources cited above may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals from any source other than those cited. H owever, all proposals received by the due date and time cited below will be considered by the Government. Offers are due not later than 4:30 p.m. local time on 21 July 2004.
