Description
This FedBizOps announcement is notice that TRICARE Regions Southwest & Central (6, 7&8) which includes all Military Medical Treatment Facilities (MTFs) in the states of Texas, Arkansas, Louisiana, Colorado, Arizona, Kansas, Missouri, Idaho, Oklahoma, New Mexico, North Dakota, Montana, Nebraska, Nevada, South Dakota, Utah, and Wyoming are initiating the standardization process for the product line of Sharps Collection and Disposal containers available in various sizes used to dispose of needles and oth er related sharps. Companies with current Distribution and Pricing Agreements (DAPAs) with Defense Supply Center Philadelphia (DSCP) for these items are eligible to participate in this standardization opportunity. Base criteria for this product line inclu des but is not limited to the following: must carry a full product line; must provide customer support in the form of a sales representative for each MTF within TRICARE regions 6,7&8; must provide clinical support, education programs and utilization repor ts; must provide company returns policy, must provide distribution through DoD Prime Vendor (Cardinal Health) for all TRICARE Region 6, 7&8 facilities. This is not a Request for Proposal, and samples are not being requested at this time. The intent of t his standardization is to establish regionally preferred sources for hospital supply items to standardize purchasing of products for regional MTFs. In exchange for becoming a preferred source for TRICARE Southwest & Central Regions, the Government requests additional price considerations for these products. Other TRICARE Regions may elect to join after award, and additional price consideration will be requested at that time. Clinical Product Teams (CPTs) will evaluate this product line. CPTs are composed o f healthcare providers who have expertise and knowledge of the products. They will review products and literature submitted. TRICARE Regions Southwest & Central deem the CPT members to be medical experts. Therefore, they are qualified to determine and re commend which products are acceptable. Their recommendation can be accomplished by literature review, presentation, through demonstration, physical or clinical evaluation. Companies interested should provide your company name, address, point of contact, telephone, fax and answers to the below listed criteria questions no later than 21 July 2004. Base product criteria for this product line includes but is not limited to the following: 1. Does container provide a Fill Line Warning 2. Is container impact resistance? All manufacturers/distributors must submit documentation of impact resistance. 3. Is container puncture resistant? All manufacturers/distributors must submit documentation of puncture resistance, in that the container will resist penetration by needles and other sharps during use and when compressed at a force of 2.81 pounds. 4. Does container opening and closure have the following characteristics? A. Sharps container opening should impede the ability to insert fingers and hands into contents compartment. B. Opening will accept commonly used sharps. C. Sharps container must completely enclose contents, so nothing can escape when discarded. D. Locking mechanism must be safe and easy to operate. E. Once unit is locked, it must not allow access to contents without the use of tools. F. Container must have an automatic over-fill protection that prevents items from being placed in container when the fill level is reached. 5. Does the container provide for ease of disposing various shapes and sizes of sharps devices? 6. Are all containers labeled with biohazard symbol; appropriately color-coded (red or red-orange/black) and BIOHAZARD in appropriate font/color 7. Are all containers labeled with appropriate warnings such as Danger, Warning, Infectious Waste, or similar strong language 8. Is the biohazard symbol/warning label visible to individuals appr oaching the container from any side 9. Are cabinets/carts available? Do they provide the following features/qualities A. Easy to open. B. Have a locking mechanism. C. Do not have any flat surfaces on which sharps, glove boxes or other objects could be placed. Quality of construction: 10. Do multi-piece models fit together quickly and easily 11. Is the correct assembly of the unit self-evident? 12. Are assembly instructions clear and easy to understand 13. Do explicit instructions about acceptable and unacceptable methods of disposal appear on the container 14. Does the submitter offer free de-installation, installation, and wall repair of the wall mounted sharps collection and disposal containers Distribution: 15. Is product available through the DoD Prime Vendor (Cardinal Health)? If yes, what is your DAPA Number? For information on the DAPA process, contact John Charalabidis at (215) 737-7124. Respondents must address all criteria listed above. Also include a cover letter identifying a point of contact to address questions regarding your products. Companies not responding by the above date may be eliminated from consideration on any subsequent procurement action for these items. All proposals must be received by close of business 21 July 2004.
