***This notice is amended to make the procurement a 100% Small Business Set-Aside. See Numbered Note 1.****The Gulf of the Farallones National Marine Sanctuary (GFNMS), requires a contractor to characterize the current status of Duxbury Reef?s rocky intertidal communities, identify and quantify human and environmental influences, development of a restoration action, including use of footpaths, and evaluate the effectiveness of the footpaths. In 1996, the Reef was oiled and recreational use was disrupted. The Reef is located in Marin County, California and is within the boundary of the Sanctuary. The work objectives are to: 1) determine spatial and temporal visitor use patterns on the Duxbury Reef where visitors are concentrated, 2) determine baseline species diversity and abundance, 3) determine extend of damage to intertidal organisms, 4) document high affected areas and determine extent of damage, 5) determine alternative pathways, and 6) assess effectiveness of use of pathways by monitoring and mapping visitor use patterns, species diversity and abundance, spatial and temporal changes. Mapping will be required and placed into ArcGIS or ArcView. The period of performance will begin on date of contract award (approx. 10/1/04) and will continue for two years (approx. 9/30/06), and will include three one-year option periods. A Request for Proposal (RFP) solicitation may be available on or about July 15, 2004, through the Government's website at http://www.fedbizopps.gov/. The approx. closing date may be 30 days after issuance of the RFP. Interested parties should use the FedBizOpps REGISTER TO RECEIVE NOTIFICATION and REGISTER AS AN INTERESTED VENDOR feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation.No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. It is incumbent upon interested parties to register at the solicitation's site for notification and to review the site frequently for any updates/amendments to any and all documents.
