Description
The U.S. Department of Commerce, NOAA intends to acquire a seven (7) conductivity Temperature and Depth Sensors. Salinity being a derivative of the temperature and conductivity of sea water, the coral reef monitoring requires a Conductivity precision factor greater than or equal to 0.0003 S/m accuracy with a 0.00001 S/m resolution. The Temperature must also have a 0.002 0C accuracy with a 0.0001 resolution. The instrument must be supplied with internal memory storage, internal integral pump, internal battery pack and must also have an external RS232 interface for communication to our data logger. The CTD sensor records the conductivity, temperature and depth internally while simultaneously up loading the data via the RS-232 interface to our data logger, which transmits the data hourly via GOES satellite. If any problems arise and transmission to the GOES satellite is stopped or the external power drops below 12vdc, no conductivity, temperature or depth data is lost. These sensors will be deployed two to a station at all CREWS (Coral Reef Early Warning System) monitoring deployments in both the Atlantic and Pacific networks. One just below the surface and one at depth to record and transmit their respective environments. Required Specifications: Conductivity: Range 0 to 70 mS/cm, Accuracy 0.003 mS/cm, Resolution 0.0001 mS/cm Temperature: ?5 to +350C, Accuracy 0.002, Resolution 0.0001 Depth: 0 to 20 meter Full Scale, Accuracy 0.1% of Full Scale, Resolution 0.002% Full Scale Memory: 2048k Byte non-volatile FLASH memory Data Storage: Conductivity, Temperature, Depth and Time = to 185,000 samples Real-Time Clock: Accuracy ? 2.6 minutes/year Internal Battery backup: 80,000 samples (incase of solar power failure) 7.2ahr Lithium battery pack, which can be, shipped separate from instrument without hazardous material restrictions External Input Power: 40ma @ 9 to 24vdc. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The reference number is NRMAD000404154SLW and is issued as a request for quotation (RFQ). FOB Destination shall be Miami, FL. We anticipate award for this purchase order to be on or before July 15. This is a 100% Small Business set-aside. The NAICS Node is 334519. The government plans to award a commercial item purchase order to the low responsive, responsible bidder. Therefore, all bidders MUST submit their best price and best delivery capabilities. The selected contractor must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. The following provisions in the Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision.
