- This solicitation entails a request for proposals to revise, update, and expand the existing NRCS Engineering Field Handbook (EFH), Chapter 3, Hydraulics (published 1984), into the NRCS Engineering Field Handbook, Part 650, Chapter 3, (EFH 650.03), Hydraulics. The completed project will provide a handbook for use by NRCS personnel as well as a training tool for use by NRCS and others. The revised Chapter will provide modern guidance to NRCS field office level, technical professionals to understand and conduct hydraulic analysis and design a needed for NRCS conservation work. Such work includes extensive use of closed conduit systems to convey irrigation water, storm water, and water borne materials, and analyses of natural, excavated, and structural open channels. The revised Chapter will also absorb appropriate technical content from several existing documents and portions of documents that will be eventually cancelled or revised. The revised Chapter will also relate and explain the underlying methods for two existing NRCS national software packages. The revised Chapater will also add new material related to the analysis and design of irrgation piplines and appurtenances. The Chapter should explain the appropriate uses and limitations of all methods and include numerous graphics, tables, charts, and solved examples to facilitate thorough planning and design for conveyance of water and water borne materials. All mathematical details and examples will be presented in dual units with US primary and metric equivalents secondary. The period of performance for the successful proposal is 480 calendar days after contract award. SOLICIATION PACKAGES SHOULD BE AVAILABLE APPROXIMATELY JULY 9, 2004.
