- Description
- It is the intent of the United States Coast Guard (USCG) to negotiate, on a sole-source basis pursuant authority of 10 USC 2304(c) (1), as set forth in FAR 6.302-1 (b)(1)(ii)(2) entitled, ?Only One Responsible Source and no other Supply or service will satisfy the Agency Requirements. The USCG will issue a one-year task order with a one year option to Global Computer Enterprises, a small business. Global Computer Enterprises is the current contractor providing maintenance of the US Coast Guard?s Oracle Financial System (CGOF). The Department of Homeland Security (DHS) had KPMG performed an audit on the USCG Financial Systems. This effort is in support of the remediation of their findings. The USCG has created a backlog of System Problem Reports (SPRs) that needs to be resolved expediently. To resolve these findings in a timely manner, the USCG will need to add additional staff to reduce the backlog of SPRs identified during the audit. The current contractor has considerable knowledge of the CGOF system and this will save the Government in technical, cost, and time efficiencies. NO SOLICITATION DOCUMENT IS AVAILABLE. The USCG will consider all affirmative responses received no later than 2:00 PM EDT, on July 16, 2004. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required services at terms more advantageous to the Government. Request for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to Global Computer Enterprises.
