- REQUEST FOR INFORMATION (RFI). PRODUCT SUPPORT INTEGRATOR) PSI) FOR THE JOINT SERVICES LIGHT-WEIGHT INTEGRATED SUIT TECHNOLOGY (JSLIST) ENSEMBLE 1.0 SUBJECT This is a Request for Information (RFI) for Product Support Integration options supporting the Joint Service Lightweight Integrated Suit Technology (JSLIST) ensemble and other future systems. Responses are due to this RFI by 2:00 PM on Mon, 26 July 2004. See section 8.0 for further information. 2.0 DESCRIPTION The Joint services have a need to provide individual protection from battlefield concentrations of chemical and biological weapons. The JSLIST ensemble provides the best technology available, and is in the process of being fielded to the Joint forces, and is made up of a combination of over-garments, footwear and gloves for the Armed Forces of the United States. For planning purposes, assume a total requ irement of 4.5 million ensembles. The Joint Program Manager?s Office- Individual Protection (JPMO-IP) is examining the option of utilizing a single Product Support Integrator (PSI) to assume responsibility for all Supply Chain Management (SCM) functions related to the initial issue for this ensemble (or components there of) not limited to contracting, warehousing, distributing, Automatic Identification Technology (AIT), Radio Frequency Identification (RFID), tracking and reporting for the ensemble (or components there of). The PSI will also function to support the JPMO-IP?s efforts in Total System Life Cycle Management (TSLCM). 3.0 REQUIREMENTS This section enumerates the high-level functional requirements for the PSI. For purposes of responding to the RFI, requirements in the form of Technical papers related to the topics presented below are desired. Provide SCM f or the fielding of the JSLIST ensemble: o Contract Management o Cost Management o Warehousing/Direct Vendor Delivery o Effective use of AIT/RFID o Distribution o Planning o Total Asset Visibility through-out the life cycle o Reporting Detail the methods of integration proposed to allow the interface with current (DEMP, MICAS, CBRDIP, DSS, etc.) legacy and future Information Technology (IT) systems used by the Joint Services. 4.0 POSSIBLE PSI SOLUTION Proposed PSI solutions must meet the functional requirements specified above. The Government is open to alternative concepts for solutions that meet these requirements. The use of open-architecture systems is encouraged wherever possible. 5.0 SAMPLE RESPONSE OUTLINE Following is a suggested outline and suggested page counts for a response to this RFI. This outline is intended to minimize the effort of t he respondent and structure the responses for ease of analysis by the government. Nevertheless, respondents are free to develop their response as they see fit. Section 1 ? Conceptual Alternatives Briefly describe two or more alternative PSI concepts. Describe how the concepts meet the overall goals of SCM/TSLCM. Include reliability and availability characteristics of the alternatives. Discuss the capability for the system to maintain congruence with evolving standards and compliance issues. (3-5 pages per alternative) Section 2 ? Feasibility Assessment Briefly describe the feasibility of each alternative and the tradeoffs involved. (1 page per alternative) Section 3 ? Cost and Schedule Estimates Provide non-binding cost estimates for each alternative for non-recurring and annual recurring costs. Also, discuss potential cost drivers, cost tradeoffs, an d schedule considerations. (2-3 pages) Section 4 ? Corporate Expertise Briefly describe your company, business size, your products and services, history, ownership, financial information, and other information you deem relevant (no suggested page count). In particular, please describe any projects you have been involved in that are similar in concept to what is described in this RFI, including management and operations approach, logistics systems, logistics and supply chain management and automation, security assurance processes, and any relevant lessons learned (1-2 pages per project). Include any comments on the structure of the requirements for a formal RFP response. Note ? please also describe any existing logistics systems currently employed or produced by your company or any current logistics systems integration technologies employed/produced. Section 5 ? Additional Materials Please provide any other materials, suggestions, and discussion you deem appropriate. 6.0 INFORMATION EXCHANGE MEETINGS The JPMO-IP Program Office will hold an information exchange meeting with each interested respondent. Details about this meeting will be made available at a later date. If you wish to attend this meeting, please respond via email to the contact provided in Section 8.0 below with the following information: Company Name, Point of Contact, Phone Number, and Email. Not more than five (5) representatives from each company shall be allowed to attend the information exchange. If sufficient interest is shown by potential respondents prior to the response due date, the JPMO-IP Program Office will provide an opportunity for potential respondents to view the current JSLIST ensemble in order to obtain additional information regard ing those systems prior to completing responses. If you wish to participate in this event, please respond to the contact provided in Section 8.0 below. Such requests must be made prior to 2:00 PM on 26 July 2004. 7.0 DISCLAIMER This RFI is issued solely for market research, information and planning purposes only and does not constitute a solicitation. No solicitation exists at this time. The information received under this announcement may be used for developing an acquisition strategy. All information received in response to this RFI that is marked Proprietary will be handled accordingly. It is noted, however, that the information submitted may be made available to non-Government personnel, specifically to MCR Federal, LLC, to assist in the review process. Responses to the RFI will not be returned.
