This sources sought announcement does not constitute a commitment, implied or otherwise, to procure any equipment. The Information Statements to be submitted are not expected to be proposals and will be used for technical planning purposes only. Responses are to be in the form of three written pages explaining the companies experience, proficiency and background in work related to the requirement listed below. Also include several past performance references. The Government invites comments related to possible purchase or acquisition strategies. Please include in your responses any existing contract vehicles (including GSA contracts), which may be utilized in this procurement. The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue a solicitation for engineering services to design and develop Undersea Warfare control systems, including the MK 331 MOD 4 Torpedo Setting Panel (TSP), MK 309 MOD 2 Control Panel (CP), MK 432 MOD 6 Torpedo Presetter Test Set (TPTS), Digital Torpedo Controller (DTC), Advanced Torpedo Tube Ready Breech (ATTRB) Controller and Surface Vessel Torpedo Tube (SVTT) Simulators. In support of this tasking, SSC-SD Code 2374 requires engineering services for the design, development, integration, testing, specification development, maintainability, reliability and fielding of TSP, CP, DTC, ATTRB and TPTS hardware and firmware upgrades. The specific expertise should include the following: Detailed familiarity and experience with current TSP, CP and TPTS firmware architecture and source code Capability to design, troubleshoot, integrate, ATTRB Controller circuit design, specifically hardware requirements, printed wire circuit board layout, and detailing schematic design. Capability to program embedded system firmware for the family of 8051 microcontrollers in use with the MK 432 Mod 6 Torpedo Presetter Test Set (TPTS). Capability to provide specification and documentation support for MK 331 Mod 4 TSP, MK 432 Mod 6 TPTS, MK 309 Mod 2 CP, DTC, ATTRB and Surface Vessel Torpedo Tube (SVTT) Simulator. The Navy intends to solicit and award a single award, Cost-Plus-Fixed-Fee, Indefinite Delivery, Indefinite Quantity, contract for all line items, for a period of five years (a three year base period and two one-year options). The estimated release date for the solicitation is September 2004. Hard copy versions of the solicitation and any subsequent amendments will not be available. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. Firms are highly encouraged to review the website regularly for important solicitation information. All data received in response to this sources sought announcement that is marked or designated, as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of the government to reimburse vendors for the cost of submitting information in response to this RFI.
