Description
The Naval Air Warfare Center Aircraft Division intends to issue a Request for Proposal from the Distributed Common Ground System-Navy Program Office for a common geopositioning software toolset (hereafter known as the Common Geopositioning (CGS) Services Project), during the fourth quarter of the fiscal year 2004, with a contract award planned for the second quarter of fiscal year 2005. The CGS Project is the initial step in the migration to a single common geopositioning services ?engine? for all services. CGS will be capable of supporting the precise geopositioning needs of present and future precision guided munitions, within the deliberate and time sensitive targeting (TST) timelines. The CGS Project described in this sources sought will include development of the following modular capabilities/functions: 1) Common Geopositioning Services (CGS) Engine. 2) Integrated COTS Mono/Stereo Viewer(s). 3) API to the CGS GOTS Engine (to be used by other COTS ELT vendors to add CGS capabilities to their product, if desired). 4) DCGS Integration Backbone (DIB) API for third party vendors. 5) All CGS software must operate in a WINDOWS and UNIX software environment and be user installable on all equipment that meet the Services defined minimum hardware/software system configuration requirements. The exact configurations will depend on specific user systems on which the software is installed. The Government anticipates a single cost plus incentive fee type contract (with exception of the Low-end Mono/Stereo Viewer package(s) which may be licensed as COTS products) will be awarded to the winning offeror. Potential offerors will be required to have U.S citizen staff personnel with TS/SCI clearances and facility and storage capability in accordance with the NISPOM (DOD 5520.22-M) by contract award. Additionally, the Government will host an Industry Day on July 29, 2004 in Patuxent River, Maryland. The purpose of Industry Day is to provide an overview of the CGS Project, current acquisition plan, and to answer any contractor questions regarding the CGS Project. Companies desiring to participate in Industry Day should fax their request to the Contracting Office: Ms. Carol Montgomery at 732 323-4069. CGSP draft specifications will include RFP Sections L & M, Statement of Objectives (SOO), and Technical Requirements Document(TRD). Draft documentation will appear on the NAVAIR web site (WWW.NAVAIR.NAVY.MIL)five days prior to Industry Day. Information from Industry Day may or may not be incorporated into the Request for Proposal/technical specifications. This synopsis is for planning purposes only and does not constitute a request for proposals, nor does its issuance restrict the Government as to the ultimate acquisition approach.
