Description
The United States Army Corps of Engineers intends to award a lowest price technically acceptable contract for Air Field Improvements, McConnell Air Force Base, Kansas. The work to be performed consists of placing more then 9000 cubic yards of airfie ld concrete pavement, placing about 20,000 tons of asphalt, demolition of various pavement from 2 inch asphalt to 37 inch thick concrete airfield pavement and replacement of large portion of the airfield lighting. Also, the scope includes airfield marking, airfield signage, grading various sites to meet airfield standards and replacing structures to satisfy frangibility standards. The Airfield Improvement requires a contractor with extensive experience in airfield construction specifically concrete runway p aving, operation of a concrete batch plant, and series circuit airfield lighting. The qualified offer or one of his teaming partners must have the following experience. Each offer must submit a minimum of three (3) and may submit a maximum of (5) project s for each of the three area of concern; concrete airfield paving, operation of a concrete batch plant, and series circuit airfield lighting. These projects shall have been completed in the last 5 years and demonstrate compliance with the following factors for consideration. Each relevant example submitted for concrete airfield paving must be over 5,000 square yards of airfield concrete pavement of at least 16 inches in thickness and must have been placed using a paving machine. Each relevant example subm itted for operating a concrete batch plant must have produced over 500 cubic yards in an eight hour period. Each relevant example submitted for series circuit airfield lighting must have installed a circuit with lights greater than 5,000 linear feet. Fai lure to provide complete information and/or failure to demonstrate compliance with all factors will eliminate the offeror from consideration in this solicitation. The magnitude of this proposed procurement is between $10,000,000 and $25,000,000. The Nort h American Industrial Classification System (NAICS) code for this project is 237310 and the Standard Industrial Code (SIC) is 1611. The Small Business size standard is $28,500,000. The estimated time of completion is approximately 460 days. Solicitation W912DQ-04-R-0016 will be available on or about 15 July 2004. Proposals will be due on or about 17 August 2004. The solicitation will be issued on CD-ROM only. Hard copies will not be available. Copies of the CD-ROM are limited to one per firm.
