Description
The work includes construction dredging of approximately 1,107,000 cubic yards of unclassified material from Fisherman Channel through Lummus Turning Basin to a required depth of 42 feet plus 1-foot allowable overdepth with placement at Ocean Dredged Material Disposal Site (ODMDS). Option 1 work includes maintenance dredging of approximately 210,000 cubic yards of shoal material from Cut-3 through Main Turning Basin to required depth plus 1-foot allowable overdepth. Option 2 work includes constructi on dredging of approximately 194,000 cubic yards of unclassified material from berthing area adjacent to Fisherman Channel and Lummus Turning Basin to 42-foot required depth plus 1-foot allowable overdepth. Option 3 work includes construction dredging of approximately 5,000 cubic yards of unclassified material from Dodge Island Cut berthing area to 34-foot required depth plus 1-foot allowable overdepth. Option 4 work includes maintenance dredging of approximately 22,000 cubic yards from Cut-1 and Cut-2. Option 5 work includes maintenance dredging of 43,000 cubic yards from specific port berths adjacent to the main ship channel and Fisherman's Channel. Construction dredging work also includes drilling and blasting, endangered species observers (hopper dre dges only), turbidity monitoring, vibration monitoring/control activities, and dolphin/manatee watch plan activities. Maintenance dredging work includes turbidity monitoring and species observers (hopper dredges only). Base Construction Performance Perio d is 362 calendar days (includes 30 days mob/demobilization); Option 1 is 40 calendar days; Option 2 is 85 calendar days; Option 3 is 17 calendar days; Option 4 is 18 calendar days; and Option 5 is 60 calendar days. Total calendar days for base and all op tions is 582 calendar days. Magnitude of construction is between $25,000,000.00 and $100,000,000.00. Award will be made to the offeror whose proposal represents the best value to the Government. The Contracting Officer will use a trade-off process to de termine which offer represents the best value to the Government. All evaluation factors other than price, when combined, are slightly more important than price. The following factors will be used to determine best value: Technical Merit, Past Performanc e, and Price. The solicitation will be issued on or about July 26, 2004 and proposals will be due on or about August 26, 2004.
