Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 12. This solicitation document incorporates provisions and clauses that are in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. It is the intent of the National Library of Medicine (NLM) to purchase a comprehensive proprietary chemoinformatics programming toolkit and annual support services from Xemistry GMBH. The period of performance will be for one base year and an option for four (4) successive one-year periods for support. ***This is a proprietary software purchase.*** It is the intention of the NLM to purchase a comprehensive chemoinformatics programming toolkit with the following characteristics: 1) extensive capabilities for chemical structure representation (including non-standard bond types such as complexes, dative and hydrogen bonds, relative stereochemistry, allene stereochemistry, multiple structure versions in a single data object, superatoms, multiple conformer sets); 2) structure normalization; 3) 2D display coordinate generation; 4) support for a broad range of standard data exchange formats (including SDF, PDB, CDX, CDXML, SKC, CIF, SMILES); 5) capability to work on in-memory structures; 6) capability to exchange data blobs without file system operations and to perform I/O via streaming channels (pipes, sockets); 7) efficient substructure and full-structure search engine (>1 mil cpds, ability to work on multiple structure versions in a single record); 8) representation and management of arbitrary data and metadata associated with a structure, including data of complex multi-field, variable-type and recursive types (also multiple instances of the same type of data); 9) available both on Linux and Windows; 10) full source code access for the integration of end-user-specific modifications; 11) full source code access for the seamless integration of end-user-specific modifications; 12) written in ANSI C or C++ for integration with end-user-developed tools; 13) rights to distribute derivative works without payment of royalties, including compilation environment for derived works with original header files; 14) direct and prioritized access to core development team for timely response to problems and the development of enhancements. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by NLM. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All proposals received within 15 days from the date of publication of this synopsis will be considered by NLM. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
