- THIS ACQUISITION HAS BEEN DESIGNATED AS A 100% SMALL BUSINESS SET-ASIDE. FOR INQUIRIES REGARDING THE SOLICITATION, ALL QUESTIONS MUST BE SUBMITTED IN WRITING TO CAROLYN E. BARKER, CONTRACT SPECIALIST, VIA FAX (301) 402-6699 OR E-MAIL ADDRESS AT cb123d@nih.gov. NEITHER TELEPHONE QUESTIONS NOR COLLECT CALLS WILL BE ACCEPTED. The Developmental Therapeutics Program (DTP) of the National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD) is soliciting organizations with expertise in organic synthesis to perform synthesis of compounds needed for biological evaluations as potential anti-cancer agents. The Contractor shall synthesize non-GMP target compounds as prioritized by NCI and deliver the synthesized compounds in amounts of 0.1 to 100.0 grams to the NCI repository. The synthesis assignments may on rare occasions include parallel synthesis or de-convolutions of small combinatorial libraries, and syntheses of a few selected analogs of known compounds. Synthesis and delivery of 10 to 25 target compounds per year are anticipated depending upon complexity and amounts. The Contractor shall prepare Material Safety Data Sheets for all single compounds and libraries which are delivered, and check the purities of previously synthesized or purchased compounds when requested. MANDATORY QUALIFICATION CRITERIA: As many of the compounds assigned for synthesis may be of a hazardous nature, the offeror must possess the necessary licenses required by the local, state, and federal governments to handle, synthesize, store, and ship such compounds and dispose of toxic waste. The Contractor shall be in compliance with Environmental Protection Agency regulations regarding the discharge of water and air pollutants and for assuring that disposal of all chemical residues meet current EPA regulations. MANDATORY EXCLUSION: COMMERCIAL PHARMACEUTICAL, CHEMICAL OR BIOTECHNOLOGY COMPANIES, OR A SUBSIDIARY OF ANY OF THESE COMPANIES, since agents of a commercially confidential nature (discreet) may be evaluated. A commercial pharmaceutical, chemical or biotechnology company is defined as an organization which sells drugs and/or chemicals to the general public for profit or is engaged in research leading to such products. It is anticipated that one single award will be made for a five-year period of performance beginning on or about February 1, 2005. The contract type will be an incrementally funded, completion-type cost reimbursement contract. This contract is a recompetition of Contract N02-CM-07001 currently being performed by Starks Associates, Inc. The NAICS code for this acquisition is 325413. The solicitation is scheduled for electronic release approximately July 23, 2004. The RFP will only be available electronically and may be accessed through the Research Contracts Branch homepage at http://rcb.nci.nih.gov/ . Once at RCB's home page, select Current Requests for Proposals. All information required for the submission of a proposal will be contained in the electronic RFP package.
