Description
NASA/LaRC has a requirement for the following: NASA Langley Research Center currently owns the original Terahertz NDE system that was used for the research and development of the Terahertz NDE of SOFI on the External Tank. This equipment was used in the Return to Flight program to assist in verification and certification of the method at Lockheed Martin Michoud, New Orleans, LA. As a result of that work, several significant improvements were developed for future systems. Improvements were developed for the measurement rates, volume of data, the signal to noise levels, sensitivity, and probe configurations. We need to make those improvements on our system if we are to continue supporting the External Tank office. The required tasks include: 1. Upgrade the T-Ray 2000 system. Includes upgrade of the control unit, umbilicals (4), 2 THz heads, and 3 THz. 2. Procurement of a new THz transceiver 3. Upgrade T-Ray 2000 system to add spinner to system while still allowing the use of shaker 4. Consulting for one day for a Picometrix employee to repack for shipment to Langley from Michoud the T-Ray 2000 system, plus travel expenses. 5. Consulting for one day for a Picometrix employee to install the T-Ray 2000 at Langley. NASA/LaRC intends to purchase the items from Picometrix Corporation, Ann Arbor, MI, the only known source that commercially manufactures terahertz equipment for industrial NDE. The Authority for Other Than Full and Open Competition is 6.302-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 12, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
