- A literature review indicates current surveillance and reconnaissance systems (S&R) in the Middle East and Southwest Asia are structured to observe huge areas and attempt to detect movement of hostile forces. The ?forensic? approach of examining evidence to find criminals seems to be ignored despite potential returns from apprehending terrorists after the fact. The United States Air Force (USAF) Command and Control Battlelab (C2B) proposes investigation of the possibility of using past S&R imagery to locate an explosion, run the data back in time to identify the vehicle (or object) which carried the munitions, ?lock? onto that vehicle and backtrack to locate significant portions of its path ? assembly areas, passenger pick-up, arming site, and any other spot with potential intelligence value. C2B is currently investigating commercial/government off-the-shelf (COTS/GOTS) technologies that can lead to a possible application to the concept outlined above and, concurrently, surveying the capabilities and attributes of existing S&R systems (satellites, U-2, J-STARS, Global Hawk, Predator and others, including Army and Navy S&R assets). The technology will be, primarily, breakthroughs in imagery, net-centric gathering and sharing of data, collaboration of disparate agencies, target identification, moving target indication, merging imagery in various formats, and any other technology with application to pinpointing the location of an explosive event, ?locking? on and tracking a target, and distributing information. Through this BAA, the Air Force is requesting information concerning emerging and mature technologies, which meet the requirements previously stated, to be used in a Battlelab concept demonstration. The primary selection criteria for all submissions will be the most practical system available to support the requirements. All offerors are strongly encouraged to submit information supporting this request. Currently, there is only limited Battlelab funding identified for this program, however, if research indicates that the technology is available and transferable to the USAF, funding may be sought for prototype demonstration and recommended to Headquarters, Air Combat Command. This BAA is an expression of interest only and does not obligate the Air Force to pay any proposal preparation and prototype costs or to award any contracts, grants, cooperative agreements, or other transactions. Offerors are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. For copyright purposes, offerors are also advised that submitting a proposal implies express permission for Concurrent Technologies Corporation personnel to use the data, pictures, and other information contained in the received proposals for the report back to the client.
