- This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written offers (oral offers will not be accepted) by close of business 29 Jun 2004. All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. DESCRIPTION OF ITEMS. This is a combined synopsis and solicitation for the one (1) each automatic circuit tester/wiring analyzer. The wiring analyzer shall be able to perform continuity, leakage and insulation breakdown test on cables, wiring harnesses and backplanes. The entire wiring analyzer shall be designed on a single chassis of compact size suitable for benchtop operation, with a ruggedized enclosure that can be field deployable. The input power shall be 115 or 230 VAC. The wiring analyzer shall deliver a full 1,500 volt isolation and 2 amp continuity test stimulus. With AC breakdown test providing 1,000 VAC test stimulus. The system shall contain 1,000 test points of switching with the capability to expand to 10,000 test points. The system shall include a personal computer (PC), monitor, printer and operating software. Quotations shall include on site training and familiarization at WR-ALC/MAILM. FOB: Destination for delivery to ROBINS AFB, GA 31098. The quote must list the DUNS number, CAGE code, and Federal TIN. PROVISIONS/CLAUSES: The following clauses and provisions are incorporated and in effect through Federal Acquisition Circular 2001-24. Applicable FAR and DFARS clauses are 52.212-1, Instructions to Offerors; 52.212-2, Evaluation - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contact Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration; and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. In accordance with clause 52.212-2, the evaluation factors shall be (1) technical capability of the item offered to meet the Government requirement and (2) price.
