Description
Provide professional engineering services to prepare 100% complete construction drawings and specifications, detailed cost estimates, and provide construction period services for Project No. 506-342, Install Secondary Electrical Feed, at the VA Ann Arbor Health Care System (VAAAHS) located in Ann Arbor, Michigan. The project involves high voltage 40 kV and medium voltage 13.2 kV work. Estimated construction cost range is between $2,000,000 and $5,000,000. Submissions are required for the 25%, 95% and 100% design stages. Required completion time is 160 calendar days after contract award, which includes 30 calendar days for government review. Selection criteria will be based on: (1) Specialized experience and technical competence of the firm with design of high and medium voltage electrical power distribution systems serving major facilities; (2) Specific experience and qualifications of personnel proposed for assignment to the project, and their record of working together as a team; (3) Capacity of the firm to accomplish the work within the required time; (4) Past performance on contracts; and, (5) Location of the firm with respect to the VAAAHS. NAICS code is 541330 with a small business size standard of $4.0 million. Interested firms (both small and large business concerns) located within a 120-mile driving distance of VAAAHS are invited to submit two copies of SF 330, Architect-Engineer Qualifications, by close of business on July 21, 2004. Complete both Parts I and II on SF 330. SF 330 that are sent via U.S. Postal Service shall be addressed to RLR VA Medical Center, 1481 West Tenth Street, Indianapolis, IN 46202, Attn: Contracting Officer (90C-D. Jennings). SF 330 that are sent via commercial delivery service (i.e., FedEX, UPS, etc.) shall be addressed to RLR VA Medical Center, c/o Bldg 5 South End Receiving Dept, 2601 Cold Springs Road, Indianapolis IN 46222, Attn: Contracting Officer (90C-D. Jennings). This is not a request for proposal. No bid packages are available. Contract award, which will be made pursuant to the Small Business Competitiveness Demonstration Program, is subject to the availability of funds.
