- Description
- The intention of this solicitation is to select a Construction Management (CM) firm to serve as a CM at risk and provide professional management and construction services during the design and construction of the Family Theater by means of a firm fixed-price contract. The CM at risk will be a member of the Project Team consisting of representatives of the Kennedy Center, the Architect/Engineer and other consultants. In general, it will be the responsibility of the CM at risk to integrate the design and construction phases, utilizing their skill and knowledge of general contracting to develop schedules, prepare project construction estimates, study labor conditions, perform site investigations, and perform other similar tasks to contribute to the development of the project during the pre-construction/design phase. During the construction phase, the CM at risk will be responsible for construction of the project under the Guaranteed Maximum Price inclusive of all construction services therein. The CM at risk will utilize all labor, material, equipment, supervision, and transportation to perform complete conversion of the AFI Theater, the smallest of the theaters at the John F. Kennedy Center for the Performing Arts, from a 190 seat “black box” venue to a 312 seat Family Theater with amenities typical of the other major theaters in the Kennedy Center. The theater is located in the northeast corner of the building on the Foyer (40’) Level, off the Hall of States near the east plaza entrance. The entrance to the executive office and the Eisenhower Theater border the Family Theater space. All building operations and programs will continue while the theater is being renovated. Therefore, scheduling must be well coordinated with the Project Manager. In addition, dressing rooms will be built on the A Level (27’) to serve the theater. Richter Cornbrooks Gribble Inc. have been contracted for the design work for the theater and dressing rooms and will remain contracted directly to the Kennedy Center for the duration of the project. Proposals will be evaluated using the source selection procedures contained in the Request for Proposal (RFP), and award will be based upon the Best Value to the Government, price and technical factors are considered of equal importance. The technical Factors to be addressed are: Technical Qualifications, Previous experience in similar projects (including theater renovation and work in occupied buildings), Management Approach, Key Personnel, Past Performance, and Small Business and Apprenticeship Subcontracting effort. The North American Industry Classification System (NAICS) Code is 236220, Commercial Institutional Building Construction. The Size Standard is $28.5M. The estimated range for this project is between $5,000,000.00 and $10,000,000.00. The estimated time for completion is 241 calendar days. The estimated solicitation release date is 04/22/2004. The estimated due date for proposals is 05/24/2004. Construction must be complete by August 15, 2005.
