- NASA/LaRC has a requirement for services to evaluate and provide feedback to the Small Aircraft Transportation System (SATS) Project Team and NASA Langley Research Center on the processes, team dynamics and interpersonal relationships, and mechanisms employed by the NASA?s SATS Project personnel to foster the development of a new public-private partnership and successfully complete the goals and objectives of the SATS Project on time and within budget. The data collection and analysis will span the final three years of the SATS Project, providing a unique opportunity for NASA to understand how a NASA team overcomes project startup problems, makes adjustments in project design and implementation, and successfully implements the project through a highly visible Public-Private Partnership. The detail Statement of Work is attached. NASA/LaRC intends to purchase the items from HR Synergy, the only known source capabable of performing this review and analysis task. HR Synergy, as a subcontractor under NASA LaRC Purchase Order L70539D, provided the initial assessment of the SATS project personnel. The contractor used a unique web-based proprietary survey to capture initial impressions and thoughts of the SATS personnel followed by personal interviews. HR Synergy's insight into the unique requirements starting with the AGATE project (the predecessor to SATS), the initial report, and its'understanding of technology and of public-private partnerships lowers the start-up time and costs to the Government. The Authority For Other Than Full and Open Competition is 6.302-1. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
