- MEDICAL SUPPORT ASSISTANT (OA) PERFORMANCE BASED WORK STATEMENT IN ADDITION TO THE BASIC CONTRACT, THE FOLLOWING EXTENDED DESCRIPTION APPLIES. 1. GENERAL. 1.1. DESCRIPTION OF WORK. 1.1.1. The contractor shall provide the services of a Medical Support Assistant at Moncrief Army Community Hospital, Fort Jackson, South Carolina. Working areas is within the Gastroenterology Clinic. 1.1.2. This is a personal services contract and is intended to create an employer-employee relationship between the Government and the individual employee. The performance of the individual employee under this contract is subject to day-to-day supervision , clinical oversight and control by healthcare facility personnel comparable to that exercised over military and civil service employees engaged in comparable work. 1.1.3. Performance Measures 1.1.3.1. Outcome. The contractor will provide qualified personnel who will fulfill the requirement to provide Medical Support Assistant services at a standard enabling the MTF to provide such services at a high level of quality. 1.1.3.2. Standards. Acceptable measures include: fill rate-95%; employee turnover rate-30% per year; substantiated patient complaints-max 2 per year per provider. Other performance evaluation factors will be monitored that are not quantified by numeric al measurements which include: contractor providing personnel exceeding the minimum qualification standards; timely patient follow-up when necessary; patient customer service comments; employee and contractor relationship with hospital staff/government con tracting personnel; compliance with hospital policy and procedures. 1.1.3.3. How Measured. Department/clinic supervisory personnel will monitor employee performance through government information systems and records, patient records, customer service information, contractor reports, and time sheets. 1.2. QUALIFICATIONS/DUTIES. 1.2.1. Medical Support Assistant (OA) must possess the skills of a qualified typist. Employee must be able to operate a personal computer for purposes of entering, manipulating, deleting and printing a variety of narrative, statistical and/or tabulated da ta, such as listings of patient appointments. Employee must have knowledge of word processing software to produce a variety of documents in correct format with appropriate grammar and punctuation. A thorough knowledge of clinic procedures for scheduling appointments and referring patients to appropriate sections for appointments of treatment; for referral of patients to other medical clinics for appropriate tests, consultations, or care and for providing general information regarding clinic operating poli cies. 1.2.2. Must possess knowledge of clinic services and various other facility units in order to request record and report information. A working knowledge of clinic functions and services sufficient to properly arrange patient appointments to avoid conflict s in patient care and treatment is required. 1.2.3. A thorough knowledge of the contents and order of assembly of medical records, the requirements for periodic review and update of record contents; medical terminology required to transcribe appropriate entries into medical records and/or consultatio n requests, and to route patients received on consultation from other medical treatment areas. A comprehensive knowledge of medical terminology to decipher treatment plan and properly route patient for continuous care after record review is required. 1.2.3. Medical Support Assistant performs a variety of receptionist, clerical and record keeping duties associated with patient care and treatment in one of several clinics responsible for a variety of medical services. Receives telephone calls and visito rs to clinic, ascertains the nature of all or visit, obtains identifying information and determines the nature and urgency of the patients?????? request. Employee applies cli nic guidelines concerning release of patient information. Refers patient to appropriate staff member and verifies patients?????? eligibility of treatment by performing a DEERS check and ID card check, etc. 1.2.4. Employee schedules and coordinates appointments for patients with various clinics, ensures all treatment requested by the physician has been scheduled and reschedules appointments when necessary. Medical Support Assistant coordinates the scheduling in order to avoid conflicts in different clinic schedules and ensures appointments are timely and in accordance with physicians?????? request. Employee explains necessary test preparations to patients. 1.2.5. Employee obtains and reviews medical records of patients prior to scheduled appointments. Files results of laboratory results, X-rays, EKG, etc, in medical records. Medical Support Assistant records a variety of physician orders on a timely basis to various charts, identifying various chemical compounds, symbols and abbreviations comprising medication orders and assures proper completion and filing of forms in records prior to forwarding to medical records room. 1.2.6. The Medical Support Assistant interviews new patients to the clinic, determines the nature of visit, provides information on appointment, clinic hours and services. Employee refers ineligible patients to Patient Administration Division. 1.3. HOURS OF PERFORMANCE. The contractor shall provide nursing personnel to support a five (5) day per week operation excluding federal holidays during normal duty hours of 0730 to 1615 with a 45 minute non-paid lunch period. 2. CONTRACTOR FURNISHED PROPERTY. 3. SPECIFIC TASKS. Healthcare personnel provided by the contractor shall perform essentially the same services as those required by any Army or government service health care employee of similar experience and in similar duty assignments. Contract indiv iduals will not be placed in a supervisory roll. .
