Description
The National Mine Health and Safety Academy (NMHSA), located in Beckley, WV, is one of the seven federal training academies. It has a full time staff of 65 Department of Labor (DOL) Mine Safety and Health Administration (MSHA) employees and approximately 60 full-time contractor personnel. It has a fluctuating student count of up to 600 students in thirteen classrooms and ten laboratories. The NMSHA complex consists of nine buildings on 80 acres. Its principal facilities includes a four-level residence hall with 172 units in double occupancy, dining facility for 300, wellness center, pool, auditorium, and one non-MSHA tenant. NMHSA is located adjacent to the Raleigh County (West Virginia) Memorial Airport and is one mile off of Interstate 64. MSHA anticipates issuing a Request for Proposals (RFP) for Academy Guard Services on July 1, 2004. This RFP will be for a contractor to provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security services as required in this solicitation. The contractor's security and safety services will include, but are not limited to personnel/vehicle/property access control, physical security planning and design, emergency response planning, completion of occupant emergency plans (OEP) and shelter in place (SIP) plans, conduct of OEP and SIP exercises, emergency medical response, and administrative support. All interested parties who wish to submit a proposal for the above services must submit an electronic (e-mail) request to the Contracting Officer by COB June 30, 2004 to be included on the bidders? mailing list for this solicitation. Potential offerors must submit company name and address, telephone and fax numbers, and a point of contact with telephone number and e-mail address to receive an electronic copy of the solicitation. Offerors may also submit a brief company overview with the request for the solicitation. All requests must be sent electronically to Mr. William Och, Contracting Officer, at Och.William@dol.gov.
