- Description
- This IS a REQUEST FOR INFORMATION (RFI), Sources Sought Synopsis and Request for Industry Comments. This IS NOT a SOLICITATION. The Social Security Administration (SSA) anticipates awarding a 3-year, single Blanket Purchase Agreement (BPA) against a General Services Administration (GSA) Federal Supply Schedule (FSS) to a FSS vendor capable of providing the services of an Independent Evaluator (IE). IE services will include pre-award and post-award evaluations of occupational information and methodology employed by private-sector entities to produce an occupational information product that revises and updates the Dictionary of Occupational Titles Revised 4th Edition (DOT), published by the Department of Labor (DOL). Preaward IE evaluation services will consist of evaluations of subscription offeror?s technical proposals, affiliated documentation and occupational information products submitted in response to SSA?s Request for Proposals (RFP). Postaward IE services will consist of an extensive evaluation of SSA?s selected subscription contractor?s occupational information and evaluation of information updates as required. SSA?s requirements are further delineated in the attached Performance Work Statement (PWS). FYI - Under a separate RFI (see attachment A), SSA is concurrently seeking, from an unrelated private-sector entity, access to a subscription for an electronic publication that will provide SSA with updated and revised DOT-based occupational information for use as a replacement for the DOT in SSA?s disability evaluation process. Before SSA can use this private-sector information, SSA must know if the data is statistically valid, reliable, accurate, verifiable, reproducible, and defensible for use in its disability evaluation process. If you feel your organization has the corporate capability and expertise for performing the above type of service AND the service is available on GSA FSS, please provide the following information about your company VIA EMAIL ONLY to Bridget Hamel at bridget.hamel@ssa.gov: 1. Company name, address, email address, website address, and point of contact 2. GSA FSS contract number 3. Does your company have experience evaluating technical proposals for Government entities? If yes, briefly explain. 4. Does your company have experience evaluating occupational or similar information? If yes, briefly explain. 5. Does your company have experience evaluating private-sector information, similar to that described in the SoW, for statistic validity and accuracy? If yes, briefly explain. Although SSA would prefer demonstrated experience specifically evaluating occupational information, SSA recognizes that offerors may not have this specific experience. Therefore, SSA will consider similar experience evaluating technical proposals for Government entities and similar experience evaluating private-sector information for statistic validity and accuracy. In addition, SSA is seeking industry comments on the viability and comprehensiveness of its PWS as well as recommendations. Comments on the following are appreciated: 1. Are there any concerns or areas of uncertainty, which in your opinion, require clarification or correction? 2. Are SSA's requirements clear and explicable? Do you have any suggestions for improving the PWS? 3. Through a separate RFI (attachment A) as described in paragraph 2 above, SSA attached its DRAFT Instructions to Offerors and Evaluation Criteria. The anticipated BPA described within this RFI will require the IE to evaluate subscription offeror?s technical proposals, affiliated documentation (to further support offeror?s contention that its informational product is viable) and its occupation information products. Does your company have any recommendations for the types of written documentation to be submitted by the subscription offeror that will best assist SSA and the IE in its technical evaluations? 4. Do you have any concerns or questions regarding the subscription offeror?s RFI? SSA anticipates issuing a Request for Quotation for the services described within approximately August 2004 and awarding a single BPA within 60 days thereafter. This RFI is not a solicitation and does not constitute a request for quotation or proposals. The purpose of this RFI is strictly for determining capable sources for market research purposes only and for incorporating industry comments into the PWS. Submission of any information based on this RFI is purely voluntary.
