Description
?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? NUWC Division Newport intends to place Sole Source procurement with ITT Industries Inc. of Roanoke, VA for a total of 30 Low Light Level Television cameras for installation in the Type 18 Periscope. There will be an initial procurement of 12 units with three options for six units each. ITT Industries Inc. designed and developed the required cameras as a result of a previously awarded competitive contract. ITT Industries is the only known responsible source that can meet the Government?s requirements of size, fit, and function, within the current time constraints. The following is a partial list of requirements: The Low Light Level TV cameras shall consist of an 18mm proximity-focused Gen III intensifier coupled to Charged Coupled Device (CCD) Camera through a tapered fiber optic bundle. The CCD sensor shall have an active pixel count of 756H by 485V in a 2/3 inch format. The CCD camera signal to noise ratio (SNR) shall be 60db minimum. The threshold sensitivity at an SNR of 1:1 shall be 1X10e-8 foot candles or better when illuminated by a photopic (350-750nm) light source for the CCD sensor integration period consistent with the interline transfer imager at a 30 Hz frame rate. The intensifier gain shall be 40,000 minimum measured as a ratio of food Lamberts input to foot candles output (fL/fc). The intensifier shall have a minimum Quantum Efficiency (QE) of no less than 20% at 400 nm and 40% at 550 nm. The overall size shall be no greater than 2.5 inches in diameter and no greater than 5.0 + .025 inches in length, operating on input voltage of 11-15 VDC.
