Machacek, Contracting Officer, 671-339-1136 Posted on Web: Synopsis or Description This project is being solicited as a Competitive 8(a) Set-Aside; only those firms certified by the U.S. Small Business Administration as an 8(a) firm are eligible for award. The North American Industry Classification Systems (NAICS) code is 561210. There is no requirement that 8(a) firms have NAICS Code 561210 approved by the SBA for use in their business plans. The scope of work is to provide a full range of quality Family Housing, Bachelor Housing and related Warehouse support and service functions for Commander, U.S. Naval Forces Marianas, its tenant commands and all authorized personnel. The scope of work for Family Housing Operations and Maintenance is to provide support services to include but are not limited to operations and management of Family Housing ? interview, counsel, and assign housing; counsel personnel on allowances; counsel personnel as part of housing referral services for off-base rentals; on-site management; community housing (i.e., non-Government, off-base housing) referral services; revenue collection (e.g., civilian rents); and resident relations, including communication with Family Housing residents. The scope of work for Bachelor Housing Operations and Maintenance is to provide on-site management; front desk operations; room fee cash collection (which contractor uses to offset some costs of operations), quarters assignment; CNA and Nonavailablity issuance; interview, counsel and recommend TLA eligibility; and public relations, including communication with Bachelor Housing residents. Other services covered under this procurement include maintenance and repair of all Family and Bachelor Housing facilities and equipment (repair of appliances not included); administer self-help program (operate and provide products for the self-help store); warehousing, assignment and distribution of furniture/appliances, contingency preparation/response, and pest control services. Except where otherwise stated, the Contractor shall furnish all necessary qualified personnel, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined in the solicitation. An acquisition will be conducted utilizing source selection procedures and will result in award of a combination Firm Fixed-Price with Time and Material (T&M)/Indefinite Quantity (IQ) provisions. Evaluation of proposals will be based on price and non-priced criteria stated in the solicitation. Responses to the solicitation will be evaluated on the following criteria: Price, Technical factors and Past Performance. Contract award will be made to the offeror representing the best value to the Government from a technical and price standpoint. The solicitation will be issued on or about 30 July 2004. Proposals will be due on or about 30 September 2004 at OICC Marianas at the time specified in the solicitation. The contract includes a base performance period of 8 months (2 months Mobilization/Transition-In followed by 6 months Full Performance), beginning on 1 February 2005, with three-12 month options. A pre-proposal conference and site visit is scheduled for 26 August; although more specific information regarding the conference will be included in the solicitation, those interested in attending must contact one of the POCs listed in this synopsis for conference registration information. In accordance with Federal Acquisition Regulation 5.102(a)(7) availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and plan holders must register as Planholders on the website in order to receive a copy of the solicitation. The official Planholder?s list will be maintained on and can be printed from the website. The Government will NOT provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments issued to the solicitation.
