Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD intends to issue a Basic Ordering Agreemetn (BOA) for the duration of three years with Sierra Nevada Corporation (SNC) located at 444 Salomon Circle, Sparks, Nevada 89434 to provide services and materials to fabricate, modify, repair, replace, upgrade and improve Navy Precision Approach Landing Systems (PALS) components, assemblies, and associated hardware. Examples of PALS components to be supported include the AN/SPN-46(V) Radar Doppler Video Processor (RDVP), the AN/SPN-46(V) Radar Control Group, Unit 19 Upgrade, the AN/APN-245 Radio Beacon Sets, the Joint Precision Approach Landing System (JPALS), and the AN/SPN-35C Radar. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source. SNC, as the Original Equipment Manufacturer (OEM) of the AN/SPN-46 (V) RDVP, the AN/SPN-46(V) Radar Upgrade, the AN/APN-245 Radio Beacon Set, and the AN/SPN-35C Radar, along with their participation in the JPALS program, is uniquely qualified to perform the services. Therefore, SNC is the only company with the requisite knowledge of the manufacturing processes and with the capability of providing the required services. No other company possesses the expertise or special tooling required to design modifications and upgrades or to repair associated parts for these complex systems and there is no other source for spare parts. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit information, no later than 30 days after this synopsis is published, which will be considered by this agency. A determination not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the government. Services to be performed under the proposed BOA will span a period of three years tentatively beginning 23 August 2004 through 22 August 2007.
