- Description
- Furnish all plant, labor, equipment and materials and perform all work for removing and replacing approximately 3000 square yards of existing deteriorated asphalt pavement, for widening approximately 800 lineal feet of the existing roadway by excavating, placing a crushed stone base and placing asphalt pavement and for regrading and seeding approximately 1700 square yards of adjacent lawn areas to provide positive drainage to drainage structures adjacent to the work wall on the north side of Snell Lock near Massena, New York. The work may also include removing and replacing poor base materials with crushed stone and sealing cracks/joints. The work is to commence on or about August 15, 2004 and is to be completed by October 15, 2004. Cost range is between $100,000 and $250,000. The IFB will be released approximately July 8, 2004. Tentative date for final receipt of bids is approximately 2:00 pm , August 10, 2004, to P.O. Box 520, 180 Andrews Street, Massena, New York 13662-0520. There is a Thirty ($30) Dollar nonrefundable fee per set for plans, specs, and drawings. The bid package may be requested by mail no later than 15 days after posting in the FedBizOpps . No telephone requests. This will be a Firm-Fixed Price contract. This solicitation shall be issued in accordance with the ?Small Business Competitiveness Demonstration Program?. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises; The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist Minority, Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital and bonding assistance for Transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for Bid, Payment, and Performance Bonds up to $1.0 Million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
