Description
In item 17, 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F6CE0040790100 is issued as a combined synopsis/request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2001-22 & 23, Effective 05 May 2004 and Fac 2001-19, Effective 8 Jun 2004 & Class Deviation 2004-o0001. This is a 100% small business set-aside associated with NAICS code 611519 with a size standard of $6Million. HQ PACAF/CE requires a 5-day Certification and Training Course on Locks, Vaults and Security Containers for 20 persons at Yokota AB, Japan. Yokota AB will provide a training room for 20 persons and one container/vault door for every two students. CLIN 0001 Training Course $______, CLIN 0002 Travel $ _____, TOTAL $ _______. Item descriptions for the Locks, Vaults and Security Containers Certification Training are: Contractor shall provide manuals, toolkits, travel lodging and meals for instructors, freight of all tools and equipment and audiovisual equipment to include PowerPoint projector. . 2. Performance period of training ends Sep 2004. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value to the government. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition without addenda. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Items, applies to this acquisition. The following additional FAR clauses of paragraph (b) are incorporated: 52.222-26. Equal Opportunity 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era. 52-225-3, Buy America Act – North American Free Trade Agreement – Israeli Trade Act – Balance of Payments Program 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration. The following cited additional FAR and DFARS clauses are applicable to this solicitation: DFARS Subpart 204.73—Central Contractor Registration. *NOTE: Proposals will be accepted if you are registered in the Central Contractor Registration database as “in process” at the time of proposal submission. Registration must be completed prior to award. An award cannot be made to you unless you are registered in the Central Contractor Registration database. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. FAR Clause 52.252-1—Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full test. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252-212-7001 with offers. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. The following evaluation factors apply and are listed in descending order of importance. Technical capability of the service offered to meet the Government requirement; Past performance; Price; ----- Evaluation Procedures: The government technical evaluators will evaluate the descriptive literature and syllabus submitted by offerors that clearly substantiates that a proposed course meets the form fit and function specified. Also submit a minimum of three and maximum of six points of contact with names, phone numbers and contract numbers of customers for whom you have performed the same training course in the last three years. Any offers that are not accompanied by the required descriptive data and past performance contacts will be considered non-responsive and will not be evaluated for award. Award will be based on the Technical Training Program that provides the best value to the government considering expertise, experience, and price. Numbered Note 1 applies, 100 % set aside for small business. Offers are to be submitted to 15 CONS/LGCZ, on or before 12 NOON.
