Description: Request for Proposal (RFP) for firm fixed price requirements contract with a base and four option years to provide operation and maintenance services to J. Percy Priest Lake, Nashville, TN for the U.S. Army Corps of Engineers (W912P5-04-R-0023). Wor k shall consist of furnishing all necessary management, supervision, inspection, personnel, materials, supplies, tools, parts, fuel, equipment, vehicles and transportation to perform the following work: operation of water and sewer systems, mowing, cleanin g services, beach and playground maintenance, park attendant services, janitorial services, maintenance of navigation aids, marking and painting boundary lines, primitive campsite cleanup, very limited construction and a variety of other services associate d with the operation of the water resources project at J. Percy Priest Lake, Nashville, Tennessee. J. Percy Priest Lake is located on the Stones River in middle Tennessee in Davidson, Rutherford, and Wilson Counties Tennessee. This will be a performance- based service contract under NAICS Code 561210, Base Facilities Operation Support Services, with a small business size standard of $30,000,000 per year in annual receipts averaged over a period of three years. This requirement is a total set-aside for Sma ll Businesses. Wages in this contract will be subject to the Service Contract Act of 1965. All interested firms must be registered in the Central Contract Registration. Evaluation of proposals will include the base and four option years. Evaluation wi ll be on both price (not scored, reviewed for completeness and compatibility with the technical proposal) and the technical proposal. The technical proposal is a Management Plan with the following criteria (listed in descending order of importance): 1. C ompany Experience; 2. Past Performance 3. Personnel (contractor employees and subcontractors); 4. Operations Plan (including Sec 3 and Sec 4 of equal weight) and 5. Quality Control. The word ratings will be Exceptional, Very Good, Satisfactory, Margi nal, and Unsatisfactory. This solicitation is being advertised electronically only, and is at no cost from the Nashville District, U.S. Army Corps of Engineers. It is anticipated the solicitation will be available on or about 22 July 2004 on the Internet at www.lrn.usace.army.mil/contracting. All pertinent information will be posted on the web site. It will be the responsibility of each interested firm to check for amendments to the solicitation on the web site. Offerors are strongly encouraged to atten d the site visit meeting and tour, date and time to be announced in the solicitation. Please check the solicitation for the proposal due date, which will be approximately six weeks after the initial posting date of the solicitation. Work to begin on or a bout 01 January 2005 for the base year with the Government having the option to renew for four (4) additional one-year periods.
