- PLEASE READ THIS ENTIRE NOTICE CAREFULLY. This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Minerals Management Service (MMS). The purpose of this RFI is to identify potential small business sources that are interested in and capable of performing the work described below. The North American Industry Classification System Code (NAICS) for this requirement would be 541710, "Biology research and development laboratories or services". THE MMS DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF RESPONSES NOR OTHERWISE PAY FOR THE PREPARATION OF ANY INFORMATION SUBMITTED IN RESPONSE TO THIS RFI. Based on the review of the responses to this RFI, the MMS may announce a solicitation for a small business set-aside or a full and open competitive requirement, requesting Capability Statements and, subsequently, issuing a Request for Proposal (RFP). However, should such a requirement materialize, no basis for claims against the MMS shall arise as a result of a response to this RFI or the MMS? use of such information as either part of its evaluation process or in developing specifications for any subsequent requirements. THE MMS WILL NOT ACCEPT UNSOLICITED PROPOSALS RELATED TO THE SUBJECT OF THIS RFI. NOTE: At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern. PURPOSE OF PROPOSED STUDY: This study shall: (1) develop a numerical scheme based on theoretical analysis that can perform the Lagrangian data assimilation accurately; (2) implement the scheme into an ocean model that is currently used by the MMS (or a model that is comparable to the ones used by MMS); (3) design specific cases and use them to test and to verify the new scheme and the model analytically and/or numerically; (4) apply the Lagrangian assimilation methods developed in a model of the Gulf of Mexico, demonstrate the capability of the model and to compare results with previous studies and available data in the area, perform a detailed skill assessment of the model results; and (5) analyze the results of the Lagrangian data assimilation methods for the implications of Lagrangian sampling strategies for future field programs, including estimates of the optimal number of drifting buoys and the potential locations of the deployments. THE PERFORMANCE PERIOD FOR THIS STUDY IS AN ESTIMATED TWENTY-FOUR (24) MONTHS. HOW TO RESPOND: In order to compete for this contract, interested parties must demonstrate they are qualified to perform work by providing Capabilities Statements by 4:00 PM, Eastern Time, JULY 13, 2004, detailing: (1) Your key personnel, scientific and technical, (those who would have the primary responsibility for performing and/or managing the project) with their qualifications, specific expertise, and experience. Particularly relevant is their expertise in the fields of physical oceanography (numerical ocean modeling, data analysis and field work experience) demonstrated by qualification and authorship in peer-reviewed publications. Information about technical personnel who will be responsible for the organization of information and the production of documents and manuscripts must be provided. A description of your organization?s data management policies and information about technical personnel who will be responsible data management must be provided. (2) Your organization's experience with this type of work and a description of your facilities. Specifically, we will look at your ability to timely complete projects, adhere to schedules and budgets, effectiveness of cost controls, and quality of products delivered; degree of comparability of past projects to the current project, including number, complexity, and size. Information about your subcontractors, partners, and quality of cooperation between organization, staff, key personnel, and the client must be provided. (3) Specific references (including project identifier/contract number and description, period of performance, dollar amount, client name, and current telephone number) for work of this nature that your personnel or organization is currently performing or has completed within the last three (3) years. ALL PROPRIETARY INFORMATION SHOULD BE MARKED AS SUCH. Also, please include any negative references and your rebuttal explaining your side of the story. RESPONSE ARE DUE NO LATER THAN 4:00 P.M., EASTERN TIME, ON JULY 13, 2004. Offerors shall submit an original and four (4) copies of the Capabilities Statement to Michael W. It is the responsibility of the Offeror to ensure the Capabilities Statements are received by the dates and time set forth above. THE OFFICIAL RECEIPT TIME WILL BE DETERMINED BY RECEIPT IN THE PROCUREMENT OPERATIONS BRANCH, HERNDON, VA OFFICE. YOUR CAPABILITIES STATEMENT WILL BE EVALUATED BASED ON: (1) Past performance which includes: adherence to schedules and budgets, effectiveness of cost control, the acceptability of previous products delivered, effectiveness of program management, and the Offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. (2) The degree of comparability of past projects to the current project, including number, complexity, and size; (3) The experience and expertise of all scientific and technical Key Personnel. Evaluation factors include the length and quality of experience for each person assigned to perform specific tasks, their experience and expertise in the fields applicable to the performance of this study and their level of effort commitment towards this study. (4) Your Project Manager's demonstrated leadership ability and experience with managing a large team and ability to control costs and to keep project performance and document preparation on schedule. Following Step (1), the review and evaluation of all Capabilities Statements, only those determined from the evaluation factors described above to be most qualified to successfully perform the effort will be invited to Step (2), provided a detailed Request for Proposal.
