Description
This is a Sole Source Small Business Set-aside Announcement for on-line medical libraries. The NAICS Code is 511140 (Database and Directory Publishers). This is a combined Synopsis/ Solicitation for commercial items prepared in accordance the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation WILL NOT BE ISSUED. This procurement is set-aside 100% for small business. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures of FAR part 12. The Sierra Pacific Network Consolidate Contracting Activity (CCA) intends to award a Small Business Set-Aside sole source contract under the authority of FAR Part 6.302 in accordance with FAR 12 and FAR 13 to a firm by the name of UpToDate, Inc., for on-line subscription access to clinical resource information. This sole source procurement is for on-line clinical subscriptions and database access. 1. VA requires clinical medical reference material in electronic form through database access providing: A) Ready reference to current consult-level topics in internal medicine and fifteen subspecialties in a format suitable for attending level physicians, students, nurse practitioners, house staff and other point of care health providers. B) On-line medical subscription database to provide original content, consisting of a minimum of 6000 topic reviews, with a minimum of 3000 contributing authors. C) Extensive hyper linking within and between source documents allowing for links such as drugs used in treatment, literature references, tables and additional information. D) On-line subscription to have greatest ease of access with the fewest steps/clicks to connect to the searched subject. E) On-line subscription to have the greatest ease of use with navigational links to be readily available to go to specific sections. F) A staff of in-house physicians that reviews medical journals and incorporates significant clinical findings daily with updates to be provided every four months. 2. Site subscription details: A) Access to be granted through IP address validation or a “portal Solution”, eliminating the need for users to enter a username and password. B) Multiple simultaneous users are to have immediate access from any web-enabled computer within VISN 21. C) All site content and related software maintenance and support is the responsibility of the contractor. D) Content updates to be performed on an on-going basis and are to be released to subscribers no less than every four months. 3. This will be a VISN 21 wide procurement, which includes VA Medical Center facilities located in: Reno, NV; Manila, Philippines; Hawaii; Northern California; Central California; San Francisco, & Palo Alto, CA; (33+ locations). 4. The reference resource is an internet-based on-line clinical medical reference material in electronic form, accessible via the Internet that allows access to attending level physicians, students, nurse practitioners, house staff and other point of care health providers. 5. UpToDate provides: A) a "Search engine" type benefit of over 300 medical journals, "Topic Reviews" comprised of over 6000 topic discussions (equivalent of more than 50,000 pages of text), graphics, Medline abstracts, and a complete drug database. B) On-line subscription that covers at least fifteen medical specialties and subspecialties such as: Adult Primary Care & Internal Medicine; Cardiovascular Medicine; Endocrinology & Diabetes; Gastroenterology & Hepatology; Hematology; Infectious Diseases; Obstetrics & Gynecology; Oncology; Pulmonary & Critical Care Medicine; Nephrology & Hypertension; Rheumatology; Family Practice. C) A staff of in-house physicians that reviews over 300 medical journals and incorporates significant clinical findings daily with updates to be provided every four months. D) Speedy access to and unique presentation of queried information. 6. The intended contract will be for a base period plus four optional one - year periods. 7. VISN 21 Activity Data for FY 03 was as follows: Inpatient Admissions: 19,901; Outpatient Visits: 2,098,370. 8. Qualified businesses other than the sole source company (UpToDate, Inc., 34 Washington St, Wellesley, MA 02481) must submit in writing, certification and sufficient evidence that they are able to provide all functionality and requirements listed herein including database access on or before June 30, 2004, 2:00 PM Pacific Standard Time, to Terrence W. Nelson; 5342 Dudley Blvd, McClellan Park, Cam 95652. If no responses are received by June 30, 2004 2:00 PM, the CCA shall proceed with negotiations with UpToDate, Inc. 9.
