Description
Provide Architect/Engineer professional engineering services for Design Development and Construction Documents-complete drawings, specifications, cost estimates, construction period services, and construction site visits to Renovate Surgical, Medical and Cardiac Intensive Care Units, Project No. 516-321 at the Department of Veterans Affairs Medical Center, 10000 Bay Pines Boulevard, Bay Pines, FL 33744. Services to Include: Development of program space requirements, study of existing equipment and furniture, conceptual design layout schemes, Design Development Drawings, Working Drawings, Specifications, Cost Estimate and Construction Period Services to renovate approximately 13,248 square feet of existing space on the second floor of the main hospital building 100. The renovation project will merge the CCU and MICU units (current 12 beds) into one 10-bed unit and expand the SICU from 9 to 10 beds. This expansion will provide for the increased SICU admissions, due to the expansion of full time / in house interventional cardiac catheterization lab and future open hart surgery program. This project will use the space created by relocating the Surgical Office (currently between the ICU?s) to Building 100 3D and provide for the square feet needed to expand the existing patient areas to meet all required Health Information Privacy Act (HIPPA) regulations pertaining to patient privacy and in accordance with cares space needs for ICU units. The modernization will include new flooring, walls, ceilings, mechanical, electrical and communications systems. The estimated construction cost is between $2,305,000 to $2,600,000. Project construction completion is scheduled for FY 05/06. NOTE: This is a request for SF 254 and SF 255 only. Any requests for solicitation will not receive a response. To be considered for selection, interested eligible firms shall submit three (3) copies of their SF 254 and SF 255 no later than July 16, 2004 at 3:00 PM EDT and shall be addressed to: VA MEDICAL CENTER, PO BOX 457, ATTN: CATHY L. JOHNSON (90G), BAY PINES, FLORIDA 33744. Eligible A/E firms must be located within 50-mile radius of Bay Pines, Florida. This is a small business set-aside. The North American Industrial Classification System (NAICS) Code is 541310. The small business size standard is $7,000,000 in annual gross revenues averaged over the past three years. The Selection Criteria: Area of consideration is restricted to 100 miles of the VA Medical Center 10,000 Bay Pines Blvd. Bay Pines, FL 33744. Selection criteria will be based on: (1) Past performance on similar projects, maintaining project schedules and project budgets; (2) Overall engineering design experience and capability with architectural mechanical and electrical renovation projects; (3) Qualifications of staff to be assigned, with special emphasis on field personnel to be utilized; (4) Knowledge in design and construction requirements; (5) Cost control effectiveness; (6) Location of offices supporting project; and (7) Ability to produce all plan documents on CAD system fully compatible with Autodesk Architectural Desktop. All design shall incorporate all engineering disciplines necessary to provide for a complete and functional design. Designs shall be in accordance with all applicable requirements of NFPA, VA Fire Protection Design Manual, EPA, OSHA, National Plumbing Code, National Electric Code, ASHRAE National Safety Code, VA Design Handbooks, and all-applicable local, State and Federal regulations. Existing drawings will be made available to the A/E: However, their accuracy shall be field verified by the A/E and all consulting firms as part of investigative services. A/E firms that meet the requirements listed in this announcement are invited to submit two copies of Standard form 254 and Standard form 255 by July 16, 2003. See numbered note 1.
