Description
DESC: Request for Proposal (RFP) for firm fixed price requirements contract with a base and four option years to provide operation and maintenance services to Lake Cumberland, Somerset, Kentucky for the U.S. Army Corps of Engineers. Work shall con sist of furnishing all necessary management, supervision, inspection, personnel, materials, supplies, tools, parts, fuel, equipment, vehicles and transportation to perform the following work: operation of buildings, facilities, water and sewer systems, mow ing and trimming, caretaker services, recreation areas, maintenance of landscaped areas and herbiciding, marking and painting boundary lines, janitorial services, Mill Springs Mill operation, trash rack clean out and a variety of other services associated with the operation of the water resources project at Lake Cumberland, Somerset, Kentucky. Lake Cumberland is located on the Cumberland River in South Central Kentucky in Clinton, Wayne, Pulaski, Russell, and McCreary Counties. This will be a performance- based service contract under NAICS Code 561210, Base Facilities Operation Support Services, with a small business size standard of $30,000,000 per year in annual receipts averaged over a period of three years. This requirement is a total set-aside for Sma ll Businesses. Wages in this contract will be subject to the Service Contract Act of 1965. All interested firms must be registered in the Central Contract Registration. Evaluation of proposals will include the base and four option years. Evaluation wi ll be on both price (not scored ?????? reviewed for completeness and compatibility with the technical proposal) and the technical proposal. The technical proposal is a Management Plan with the following criteria (listed in descending order of importance) : 1). Company Experience; 2). Past Performance 3). Personnel (contractor employees and subcontractors); 4). Operations Plan (including Sections 3 and 4 (with equal weight)); and 5). Quality Control. The word ratings will be Exceptional, Very Good, Sat isfactory, Marginal, and Unsatisfactory. This solicitation is being advertised electronically only, and is at no cost from the Nashville District, U.S. Army Corps of Engineers. It is anticipated the solicitation will be available on or about 16 July 2004 on the Internet at www.lrn.usace.army.mil/contracting. All pertinent information will be posted on the web site. It will be the responsibility of each interested firm to check for amendments to the solicitation on the web site. Offerors are strongly enc ouraged to attend the site visit meeting and tour, date and time to be announced in the solicitation. Please check the solicitation for the proposal due date, which will be approximately six weeks after the initial posting date of the solicitation. Work to begin on or about 01 January 2005 for the base year with the Government having the option to renew for four (4) additional one-year periods.
