Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. The acquisition is Full + Open (NAICS Code 541990 and Size Standard $6,000,000). Offerors shall provide a detailed technical proposal and price proposal. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 52.212-2, See attached evaluation criteria. Offerors are also advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items with its offeror. This will be a best value award, and the Government intends to award a firm- fixed price contract. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFP based on an integrated assessment of each proposal. This selection will be based on the criteria attached to this announcement. The Government reserves the following rights (1) to award to other than the offeror with the lowest price; to award without discussions; and (3) to make no award. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Addenda (Additional Instructions to Offerors) to FAR 52.212-4, Contract Terms and Conditions-Commercial Items, are applicable.
