- The Department of State, Bureau for Near Eastern Affairs, Office of Partnership Initiatives announces an open competition for proposals for the design, production and distribution of ?English Interactive Online,? to include supplementary e-learning English as a Foreign Language (EFL) curricula and materials for the Jordan Education Initiative (JEI) Discovery Schools program, in conjunction with the Ministry of Education in Jordan. Successful applicants will be expected to coordinate closely with the Department of State Middle East Partnership Initiative (MEPI) and the Ministry of Education of the Hashemite Kingdom of Jordan in the implementation of all aspects of this program. The purpose of this program is to improve the quality of basic and secondary education in EFL, including teacher training, supplementary curriculum content and digital readiness, and to promote the development of employable skills in Jordan. Specifically, this program will provide supplementary interactive EFL e-curricula for students whose first language of instruction will be Arabic, presenting grade-appropriate vocabulary, grammar, and pronunciation training in a real-life context that places the student within a series of typical situations in which they are most likely to use the language skills they acquire. The program will also provide teacher training and lesson plans for schools participating in the program. Specific curriculum developed with the MEPI funds for this project will be available for use in the MEPI Partnership Schools Program across the region. BACKGROUND: The Government of Jordan has approached the Office of the Middle East Partnership Initiative for assistance in developing the Jordan Education Initiative Discovery Schools program. JEI was launched in 2002 and added to the World Economic Forum, along with over twenty private companies, as a partner in 2003. JEI Discovery Schools aim to modernize Jordan?s education system by enhancing curriculum, teacher training and methods, and expanding the use of broadband technology in the classroom. The Discovery Schools project meets the goals MEPI has established to improve the quality of basic and post secondary education in the Middle East, including teacher training, curriculum content, community empowerment, and digital readiness; expanding access to education, particularly at the basic and secondary levels, for all people, especially girls and women; and promoting the development of employable skills. MEPI seeks to support those countries and governments already taking critical steps on their own to transform their education systems. MEPI?s involvement in the Discovery Schools program will help produce educated youth with the skills necessary to contribute positively to their society and economy, as well as creating a model program for replication. English Interactive Online (EIO) will be a dynamic, interactive English-as-a-Foreign-Language course prepared in close cooperation with MEPI, the Jordanian Ministry of Education, JEI and its partners expressly for use by Jordanian students in grades 7-12 in a to-be-determined number of classrooms in the 100 Discovery Schools. This dynamic online learning program will supplement Jordan?s existing EFL curricula and textbooks for grades 7-12 with online learning technology. Together, these components will offer an innovative EFL solution to Jordanian students and teachers--one that will provide the Jordanian Ministry of Education the ability to make available a scalable, cost-effective, and curriculum driven learning program to a wide number of students, teachers, and schools. The scope and sequence of EIO will pick up at the beginning of seventh grade and will dovetail with the existing Longman Action Packs curriculum for first through sixth grades. The scope and sequence for EIO will be developed in partnership with the Ministry of Education and approved by the same before development begins. EIO may be further developed for use in other countries in the Middle East region.
