Description
NASA Ames Research Center (ARC) has a requirement to acquire a membership to the Global Grid Forum (GGF), which is a community forum of individuals from industry and research that promotes the global standardization effort for grid computing. NASA/ARC intends to purchase the membership from the Global Grid Forum, 9700 South Cass Avenue, Bldg 221, Argonne, IL 60439 NASA/ARC has the role of staying informed in various areas of information technology and the state of the computing technology in order to assist NASA?s various missions. Throughout the Agency, there is a need for cutting edge information technology and computer science techniques, applications, software and hardware. The membership in GGF is an important mechanism for collaboration with other supercomputing organizations within universities, industry, and national laboratories. It is also a way for NASA managers and researchers to meet with other experts in these technical areas and potentially influence the research and development of future technologies and applications. Furthermore, we will be able to analyze and develop future alliances with the other members of GGF. GGF's primary objectives are to promote and support the development, deployment, and implementation of Grid technologies and applications via the creation and documentation of "best practices" - technical specifications, user experiences, and implementation guidelines. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12 and the procurement will be conducting under Simplified Acquisition Procedures set forth under FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. (PST) local time on July 1, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
