Description
This is a combined synopsis and solicitation for the following commercial items: The requirement is an electric input aircraft power unit to provide stationary ground power to aircraft while in the hangar, output max of 45 KVA. Must conform to military standard 704E. Power unit must be low noise and environmentally friendly. Items are required within 60 ARO, and FOB destination is required. This equipment will be shipped to March Air Reserve Base in Moreno Valley, California. Simplified Acquisition Procedures will be utilized. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers on RFQ F1LGM241540001 (oral offers will not be accepted). This procurement is being issued as 100% small business set-aside. The North Ame rican Industry Classification System (NAICS) Code is 336413 and the size standard of 1000 applies to this acquisition. The evaluation will be based on total cost (50%), warranty (10%), product support (30%). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. The provisions at FAR 52.211-6 Brand Name or Equal, FAR 52.212-1, Instructions to Off erors, Commercial Items, FAR 52.212-2, Evaluation Commercial Items, FAR 52.212-3, Offeror Representations and Certification, Commercial Items, applies to this solicitation, contractor must include a completed copy of this provision with their offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this solicitation. Specifically, the following clauses cit ed are applicable to this solicitation: FAR 52.219-4, Notice of Price Evaluation Preference for HUBZONE Small Business Concerns, FAR 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity; FAR 52.222-36, Affirmative Action for Worke rs with Disabilities, FAR 52,222-19 Child Labor Cooperation with Authorities and Remedies, FAR 225-13 Restrictions on Certain Foreign Purchases, FAR 52.232-18, Availability of Funds, FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Re gistration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. All vendors must be registered in the Central Contractors Registration (CCR) NO EXCEPTIONS. NOTICE TO OFFERORS, funds are not presently available for this contract. The Government is obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
