- This is a combined synopsis/solicitation for a commercial service, prepared in accordance with the format in FAR Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested; however, a written solicitation will not be issued. Solicitation number W911S8-04-T-0041 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. NAICS Code of 611699, SIC Code 8611, and size standard of 6 mil. The description of the commercial service is as follows: Statement of Work 1. 2nd Battalion, 1st Special Forces Group (Airborne) requires specialized Advanced Urban Combat training NLT 16 July 04. The training is currently scheduled to begin on 16 July 04, however the vendor is requesting payment as soon as possible in order to program trainers and equipment against our scheduled training. The specific required capabilities are as follows. a. Current threats and Terrorist Tactics, Techniques, and Procedures. b. Surveillance Detection Skills. c. Advanced Improvised Explosive Device Inspections. d. Advanced Route Planning e. Identification of Individual Protective Measures f. Basic and Intermediate Off-Road Driving g. Convoy Security and Counter Ambush Skills h. Level 1 Evasive Driving i. Counter Force Off Tactics j. Ramming Techniques k. Counter Ambush Drills l. Dead-Man take-over drills m. Wounded teammate drills n. Less-than-lethal weapons skills o. Terminal Ballistics p. Field Expedient bulletproofing q. Using vehicles for cover r. Live-fire static vehicle counter ambush drills s. Line-fire Moving vehicle counter ambush drills t. Force-on-force counter ambush tactics 2. This training requirement provides the students with a 3-demensional battle-space that cannot be replicated. The training is very intensive and the certification that is offered as a result of the training will give our Operational Detachments Alpha ( ODA??????s) with a unprecedented advantage over the enemy in combat. 3. The equipment that the ODA??????s will be using will also be giving our ODA??????s a significant advantage and the take-away value will increase as a result of utilizing such equipment as SUV??????s for ramming, full-size sedans for conducting vehicular live-fire??????s, high performance paint rifle markers for force-on-force drills, even windshields for terminal ballistics so that the students can assess how ballistics act when passing through windshields. 4. The training requirement is for 14 personnel from 16??????23 July 04. Award will be made on an all or none basis. Provision 52.212-1, Instructions to Offertory-Commercial Service, applies to this acquisition. An addendum to this provision is applicable, in which the term offer or (whenever it appears) shall be replaced wit h the term quoter. Quoter are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes. Also, please provide Federal Tax ID Number FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. Far clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition.
