- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes a solicitation. The NAICS code is 325120 and the size standard for this requirement is 1,000 employees. Solicitation H94003-04-R-4005 is sole source to Air Products of Allentown, PA. This requirement is for Liquid Nitrogen for an estimated annual quantity of 822 tons that meets or exceeds MIL-PRF-27401D and equipment lease of a contractor owned 6,000 gallon liquid nitrogen system which includes a telemetry unit and is in accordance with the Performance Specification dated 14 Jun 2004 as follows: OBJECTIVE: The Defense Microelectronics Activity (DMEA) has both an installed and expanding base of equipment and processes that require high purity nitrogen to operate properly. The objective of this Liquid Nitrogen Support Performance Specification is to provide maintenance support and on-going product resupply to meet the DMEA mission. REQUIREMENTS: The contractor shall provide remote installation monitoring, provide installation maintenance support, and provide liquid nitrogen product resupply based on DMEA operational demand as itemized below. REMOTE TELEMETRY SYSTEM INSTALLATION: The contractor shall provide a telemetry monitoring system to allow monitoring of the industrial gas product levels, usage rates, and pressures, to provide alerts when service is required, and to provide for on-time product delivery and resupply according to DMEA usage rates. As a minimum, 35 inches will be used as a target reorder for product delivery. LIQUID NITROGEN INSTALLATION SERVICE AND SUPPORT: The contractor shall supply and maintain the high purity liquid nitrogen installation adjacent to Bldg. 620 consisting of a 6000 gallon vertical liquid nitrogen tank, ambient air vaporizers, and pressure/temperature control manifolds with filters in a continuously operable condition. LIQUID NITROGEN PRODUCT SUPPLY: The contractor shall provide high purity nitrogen that meets or exceeds MIL-PRF-27401D, Grade B (nominally 99.998%) at the nominal rate of 68 tons per month over a five year period with a minimum one year requirement. This is a follow-on requirement. The contract will be awarded for a basic one year period plus four option years. Contractors must be registered in the Central Contractor Registration (CCR) prior to an award. The following FAR clauses apply: Option to Extend Services 52.217-8, Option to Extend the Term of the Contract 52.217-9, Contract Terms and Conditions-Commercial Items 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52-212-5 and DFARs Contract Terms and Conditions required to Implement Statues or Executive Orders applicable to Defense Acquisitions of Commercial Items 252.212-7001.
