Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center - Dahlgren Division, on behalf of the Test and Evaluation Manager of the Joint Effects Model (JEM) Program, intends to purchase testing and validation services to include planning support, scientific review and conceptual validation, computer source code and implementation verification, quantification of meteorological uncertainty, sensitivity and uncertainty studies, statistica l performance evaluation, and identifying critical validation data gaps in support of the JEM. The capable organization must have recent prior experience with the following computer models: the Hazard Prediction and Assessment Code (HPAC) version 4.0 or higher, the Vapor, Liquid, and Solid Tracking (VLSTRACK) computer program version 3.0 or higher, and other atmospheric transport and dispersion models. This experience must include the installation, de-installation, and execution of the program; the preparation of meteorological input files for one-time and batch execution of these programs; and the analysis of the output files for both anomalous results and statistical performance evaluation. The capable organization must also have data from the following field trials: Dense Gas Modeling Data Archives, Dipole Pride 26, Defense Threat Reduction Agency (DTRA) Phase 1, FLADI S, Kit Fox, Long Range Over-Water Diffusion (LROD), Model Validation Program, Overland Alongwind Dispersion (OLAD), Short Range Diffusion Experiment Series (SRDES), Prairie Grass, Review and Dissemination of Physical Effects Models (REDIPHEM). The Request for Proposal number is N00178-04-R-1056. The estimated date for the solicitation to be posted on FEDBIZOPPS is 30 June 2004. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database. Registration can be completed by accessing the CCR Web Site at http://www.ccr.gov. A paper registration form may be obtained from the DoD Electronic Commerce Information Center at (888) 227-2423.
