Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209) is tasked to provide supplies and services in support of the AN/ARC-182(V) Reuse Program. The proposed increase procurement is to provide supplies and services required by T-45 aircraft program under contract N00421-02-D-0130 for the modification/upgrade of existing fleet assets of AN/ARC-182(V) receiver-transmitters and controls made available by retrofit of Navy aircraft with the AN/ARC-210 radio system. . The current family of receiver-transmitters and controls consists of the RT-1250(A)/ARC receiver-transmitters, NSN: 5821-01-203-3480 and C-10776B/ARC control, NSN: 5821-LL-CVV-A058. Estimated quantities for each of these items range from 5 to 76 units per year with a required delivery schedule beginning five to twelve months after contract award or option exercise. Delivery shall be made to various locations throughout the continental United States as well as to FMS customers. The government intends to negotiate on a sole source basis with Rockwell Collins, Incorporated, Government Systems, 400 Collins Road NE, Cedar Rapids, IA 52498. It is anticipated that a Firm Fixed Price Indefinite Delivery, Indefinite Quantity contract modification will be awarded to continue procuring reuse units through FY06. A modification will be issued for the balance of FY04 and two optional years (FY05 & 06) for a total of three additional years of procurement. Reuse Program is estimated for completion after ARC-182 installations have been completed in FY07. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 there is only one responsible source and no other supplies or service will satisfy the government agency requirement. This notice of intent is not a request for competitive proposals. Rockwell Collins is the sole designer, developer and currently the only qualified manufacturer of the AN/ARC-182(V) Radio-Transmitter and Controllers and as such has the requisite knowledge to perform this effort within the required time frame. Interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command. No phone calls will be accepted. A determination not to compete this proposed modification based on responses to this notice is solely within the discretion of the Government.
