Description
SOLE SOURCE SPECIAL NOTICE ? The HQ Air Intelligence Agency, Acquisition Branch at Lackland AFB, TX, intends to award a contract to REMCOM, Inc., 315 S. Allen Street, Suite 22, State College, PA 16801-4850 on a SOLE SOURCE BASIS. The proposed contract action requires modifications and upgrades to the ?Electromagnetic Propagation Integrated Resource Environment.? The contractor will be required to provide appropriate electromagnetic propagation physics research, modeling and simulation software development and have current in-depth-knowledge and familiarity of the EMPIRE propagation suite as well as the following software models: Integrated Many on Many (IMOM), Model for Electronic Support and Attack (MESA) and RF Advanced Modeling System (RAMS). The specific taskings include: iteratively searching for appropriate and compatible Linux FORTRAN compilers that support the generation of dynamically linkable libraries for use by tactical decision aids operating on Redhat Linux-based clusters; implement EMPIRE test cases and assess for accuracy; provide advice on performance tuning and optimizing MESA interfaces; identify appropriate boundary conditions for the inputs to the various component propagation models in EMPIRE; sunspot prediction integration; integrate and test new component propagation models; design, integrate and test a capability in EMPIRE to automatically provide dielectric, conductivity and related permittivity information; implement worldwide default climatological atmosphere inputs; and design and implement environmental noise modeling capability for use by tactical decision aids. Since some of the work will be classified, the contractor must also be able to attain a TS facility clearance level and the employees performing the work must be able to attain a TS/SCI clearance level. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
