Description
The Department of Veterans Affairs, National Acquisition Center has a requirement for a medical/surgical prime vendor program for all VA Medical Centers located in the 48 contiguous states, Puerto Rico, Hawaii and Alaska. VA intends to award requirements contracts for a base period of 20 months, and two, 20-month option periods by October 13, 2004 with an anticipated contract performance period of January 14, 2005. Awards will be made for each of VA?s 21 Veterans Integrated Service Networks. Puerto Rico, Hawaii and Alaska will be awarded as separate line items. Awards for VISNs 1, 2, 5, 8, 10, 12, 15, 23, and Puerto Rico will be made under ?Cascaded? Small Business Set-Aside procedures. A Pre Proposal Conference is planned to be held on July 15, 2004 at the VA Medical Center, Hines, Illinois to explain the requirements of the solicitation. The NAICS code for this procurement is 423450. Best-value procedures will be used and awards will be made on price and non-priced factors. Oral presentations in lieu of written technical proposals will be required to be made by interested offerors before a technical evaluation panel at the National Acquisition Center, Hines, Illinois o/a the week of August 23, 2004. Offerors must possess the experience, capabilities, skills, distribution facilities, products, resources, transportation systems and required web-based ordering systems to service customers with the depth and breadth of medical and surgical product lines required for continued hospital operations. Offerors shall be required to have an on- line catalog of products carried and shall be EDI capable for order entry, order receipt, order confirmation and invoice. Offerors shall have the capability to deliver in bulk and low unit of measure, shall be required to provide numerous performance measurement reports, provide a 95%+ fill-rate, provide next-scheduled business day deliveries, have the capabilities to implement the program within 90 days from date of contract award, provide a variety of value-added services and provide socioeconomic opportunities on resultant contracts.
