Description
Job Corps is a federally-funded, educational and vocational training program for economically challenged young adults ages 16 through 24. The program annually serves approximately 70,000 young men and women, at 118 Job Corps centers nationwide. Established in 1964, Job Corps is currently authorized by the Workforce Investment Act of 1998, as amended, and is administered by the Office of Job Corps, Employment and Training Administration, U.S. Department of Labor. Job Corps mission is to provide young adults with the tools necessary to attain meaningful jobs that lead to successful careers. Vocational training is a primary component of the Job Corps Program. Adams and Associates, Inc., contracted by the U.S. Department of Labor for the operation of the Woodstock Job Corps Center, a 505 student residential training facility located at 10900 Old Court Road, Woodstock, Maryland, is currently soliciting written proposals and bids for a subcontractor to provide Certified Vocational Training in our Electronic Systems Technician (EST) Training Program. The subcontract agreement will have a period of performance of August 1, 2004 through March 31, 2005, with four additional one-year options awarded at the discretion of Adams and Associates, Inc. The Contractor shall provide on-site instruction in accordance with provisions set forth in the USDOL Contract, the Policy and Requirements Handbook (PRH), Company Standard Operating Procedures and handbooks utilizing Job Corps-developed curriculum, program instructions, and Training Achievement Records (TAR's). Instruction should also be based upon the Contractor's Continuing Education Curriculum for EST/Network Cable Installer Training. Training will be provided in a year-round open entry/open exit format. Training class size shall be up to 24 students. The Center will provide a location for training. The subcontractor will provide any necessary equipment, texts and/or supplies. The certification should be issued by a vocational technical school, college, university, or industry-related professional association to ensure that the contractor possesses the knowledge, skills and abilities to instruct and certify students according to industry standards. - The subcontractor shall possess Job Corps or similar student vocational training experience. References should be made available as requested. - The subcontractor shall provide support services and industry contacts to significantly effect the placement of students upon trade completion. Written bids should be submitted to the Finance and Administration Department by COB June 30, 2004.
