- It is the intent of the National Library of Medicine (NLM) to procure the continuation of services on a sole source basis from Project of Intermediate Advocates, Inc. (PIA), Washington, DC. The purpose of this procurement is to continue collaborations with PIA to offer access to healthcare information with a focus on HIV/AIDS information to disadvantaged individuals and communities. PIA is a non-profit organization based in Southeast Washington DC, a historically low-income African-American community. PIA has worked as a healthcare advocate for over five years in this community to change the disparity in healthcare currently present. PIA can offer the Division of Specialized Information Services (SIS) an opportunity to further accomplish its outreach mission at a level not currently possible through current SIS staff and/or contractors The proposed acquisition is a small business set aside and will be procured under FAR Part 13 - Acquisition of Non-Commercial Items. PIA offers the A.H.E.A.D. Initiative?a certificate-based, hands-on computer workshop for people living with HIV and their caregivers. Monthly training-workshops host HIV positive persons where trainers teach basic Web navigation skills. The training teaches evaluation strategies for electronic information, and offers specific accessibility skills in Web resources on HIV/AIDS and other health issues. PIA?s primary objective has been to teach people to access quality electronic health information from the Internet and to translate it for themselves and their community. PIA has worked successfully for 4 yrs, training HIV positive individuals in using the Internet to access medical libraries that offers creditable health information addressing life with HIV/AIDS. Community demonstrations remain the main method of entr?e into the community-based organizations and for recruiting people for the training. This model is unique because it offers proactive persons living with AIDS (PWAs), training, employment, advocacy and entrepreneurship. The project includes a stipend program that pays trained HIV positive residents of the District to demonstrate the resources and training to other PWAs in support groups, HIV Day Treatment Centers and other community settings. Involvement in this program has built self-esteem, medical adherence and a positive attitude living with HIV/AIDS and is giving PWAs a real purpose coupled with meaningful association. PIA is developing teams of demonstrators; each team will use a laptop and LCD projector (provided by PIA) to demonstrate the training and offer return visits to conduct health information sessions. Teams will be assigned specific community associations/organization; etc Public Libraries, Churches, Schools and Medical Centers and will consist of one female and one male?both proactive HIV positive persons. The Period of Performance is one (01) year from the effective date of award. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a capabilities statements in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1)A description of the organization making the proposal including its primary clientele, services currently provided, experience, facilities and supporting documentation. The experience of the organization and its personnel in developing or conducting similar projects to provide training and awareness in the use of HIV/AIDS-related information and/or access to such information to members of the target community. Include descriptions of the proposed personnel (include CVs or resumes) who will actually carry out the project with their experience and qualifications. (35%); 2) A description of the target group(s) for this project and a description of their need for this project. The target groups should be clearly described along with existing relationships between the proposer and the target populations. If available, include descriptions of any studies, needs assessments, evaluations, etc. that you or others have done to determine the needs for this project. Provide an indication of the potential impact on the target group(s). (35%); 3) The logic and feasibility of the technical approach to providing training and awareness of NLM HIV/AIDS-related information to the community in a way meaningful to the target community. The proposal should include sufficient detail to show an understanding of the project and describe how the project will be conducted, and what need(s) the project will help to meet. The rationale and need for the project must be clearly defined. The impact of prior work in this area should also be discussed. Plans for continuing the project after the period of performance should also be discussed. (30%) Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
