- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written document will not be issued. HSCG44-04-Q-00DGPS128 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 01-19. The applicable NAICS number is 611430 and the small business size standard is 5 Million. This is an unrestricted procurement. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The FOB Destination delivery is to: USCG, C2CEN, Portsmouth, VA, on or before: August 2004. The USCG, C2CEN has a requirement to purchase: a five-day course, Course 459 GPS Fundamentals, Antennas, and High Precision Kinematic Carrier-Phase Techniques. It is anticipated that a non-competitive sole source purchase order will be issued for this course to: NAVTECH Seminars. It is the Government?s belief that only NAVTECH can provide a customized Coast Guard course that covers complex, highly advanced theory/information. Concerns having the expertise and required capabilities to furnish the above course are invited to submit complete information discussing the same in duplicate within 5 days of this announcement. However, other potential sources desiring to furnish other than Course 459 are required to submit the following information: biographical information on the selected instructors that emphasizes their relevant skills; complete course description. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Company?s quotes should include unit pricing, availability, company Tax Information Number and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency The following FAR clauses apply to this solicitation.
